These challenges, along with other changes to the retail sector, have led to high retail vacancy rates, reduced footfall, and a decline in department stores, particularly in UK city centres that have struggled in recent years to attract sufficient visitors to remain economically viable. Many cities in the UK have prepared strategic plans to respond to the recent challenges of retail spaces of city centres. This paper aims to explore how the UK Core Cities have dealt with these challenges at a strategic level. Through analysing their strategic plans, this paper investigates whether they have acknowledged the major challenges in the retail sector, whilst classifying the strategies that they have adopted to deal with these challenges. The results show that the studied cities have acknowledged the major changes to the retail sector and have adopted various strategies to address retail-related challenges. These strategies can be classified into three categories of temporary interventions, economic and financial interventions, and planning and design interventions. At the same time, we are only beginning to understand what kind of systemic barriers exist for women or minority entrepreneurs at the regional system level. Furthermore, it requires a different set of knowledge about how we can practically create an inclusive ecosystem. This paper applies the concept of equity planning for the context of economic development. This paper examines a case study of the City of Columbus, Ohio, in 2018–2019 in which the City Government actively promoted to build an inclusive ecosystem for women and minority entrepreneurs. However, we find that the standard perception and support programs of high growth firms are heavily geared toward to firms in the high-tech sector that seek venture capital investment and hyper growth. The authors in this paper conducted multiple research projects of high growth firms in Kansas City, St Louis, Indianapolis, Columbus, and Montana, and came to conclude that many high growth firms are sector agonistic, locally rooted, grow organically based on market niche, and exist in every city. Whilst much of it is created by artists and designers, some is natural. It might be art in a building, street art, sculptures or monuments, flowers in a garden or public landscaped space. These are often simply ‘there’ and free to see; but some people will pass by without really ‘seeing.’ Others might choose to visit a gallery or national park, knowing there is a charge. These encounters affect both their mood and feelings about that physical place. Because art adds value – economic, cultural (artistic and aesthetic), social, and enjoyment – it plays an important role in place attractiveness and place building. Art, though, can have both positive and negative influences; it can enhance a place and encourage visitors, whilst for others reducing the attractiveness. Some collectors pay significant sums for an original Banksy piece; others dismiss it as undesirable graffiti. This place-based policy analysis of UK freeports draws upon qualitative interviews and deliberative workshops with leading industry, government, and civil society stakeholders in the two largest Freeport regions – Teesside and Liverpool. We find first, that purported tax, customs, and planning benefits are deemed less economically important than the agglomeration of innovation industries within a defined geographic boundary. Second, that stronger action on environmental and economic (in)justice is needed – Freeports could be a just transition mechanism if they can avoid capture by a ‘closed shop’ of industry players. Third, Freeports could facilitate cross-sectoral low-carbon economic regeneration, though they are subject to cycles of expectation, hype, and disappointment. We conclude that national policymakers must acknowledge the competing geographic and governance scales emerging within Freeport-hosting communities, as distributive environmental injustices between different locations remain broadly unaddressed. It focuses on the context of a relatively weak economic region and develops a mode of analysis that considers the role of human agency within the emergence of entrepreneurial ecosystems. This analysis addresses the case study of the Cardiff city region in the United Kingdom. It indicates that the revitalisation of lagging regions through an entrepreneurial ecosystem approach is likely to be contingent upon a number of important components: (1) access to potential entrepreneurial agency, (2) the engagement of ‘enlightened’ local political agency and (3) the formation of a collective agency across entrepreneurial and political agents as well as other relevant stakeholders. The emergence of collective agency in the city region is found to have led to new policies, networks and entrepreneurial support within the high-tech industry, coupled with the development of new industrial paths and improved economic conditions. The paper argues that adopting an agency-based approach to analysing entrepreneurial emergence highlights the importance of key human actors in such emergence. Public policy related to the performance and growth of small businesses has, to date, paid little attention to the support mechanisms that help SMEs build capacity towards sustainable development. This paper offers a framework of pro-environmental enterprise support developed through a two-round e-Delphi study, followed by a 2.5-h virtual focus group involving 21 experts across the spectrum of business support agencies, local authorities, and EU-funded projects delivering pro-environmental enterprise support in England. The findings indicate that support for pro-environmental SME capacity building includes attention to eco-innovation, environmental strategy, environmental capability development, responsible leadership, sustainable value proposition, greening of supply chains, and clean growth skills. Peripheral regions in the Global South that offer favourable natural conditions for renewable energies are expected to become nodes of emerging global value chains. This has led to high expectations with regard to development impulses. The paper assesses the prospects of linkage-based development in the region of Antofagasta, Chile. Against the backdrop of expert interviews, secondary sources and insights gained at the first meeting of the region’s green hydrogen committee, the author cautions against being overly optimistic. The green hydrogen industry in Antofagasta benefits from horizontal linkages with the mining sector and related externalities. There are prospects for forward linkages with mining and also chemicals production. Backward linkages will, most likely, be limited to generic, low value-adding tasks. This restricts industrial diversification and upgrading by suppliers. Being capital intensive, the green hydrogen industry will not create many jobs. This has been expressed by local resistance and the abandonment of candidacies. In the face of the difficult context of COVID-19, economic and environmental crises, Paris 2024 is tasked with rebuilding a better Olympic and Paralympic Games (OPG) model – one with high global and local value and low direct local costs. Paris is a heritage-shaped city like London and will use this sporting and cultural heritage as a central element for the OPG model to become sustainable. This circular heritage model (use of an existing heritage) for the OPG reduces direct costs related to infrastructure and organization. However, this is also likely to reduce its local legacy. Comparing the models of Paris 2024 and London 2012 (whereby events are part of this creation of a new heritage), this paper considers each cities ambition for legacy as presented in various public documents.
