Cuando logró acceder al gobierno, debió enfrentar un dilema: desechar o promover incentivos al uso eficiente de los recursos y, junto con ello, definir si debía priorizar los estímulos morales por sobre los materiales. Así ocurrió con Salvador Allende en 1970. El debate y las acciones que desplegó durante tres años, hasta su caída en 1973, se nutrieron de la experiencia de otros países, tensionando distintas perspectivas sobre el carácter de las transformaciones y las posibles dosis de pragmatismo en la acción.
