He presented to the Russian reader the works of a wide range of Chinese writers, from the Middle Ages to the 20th century. Many pages of his scientific and literary work are unknown, and new information should be open to the public. The author of the article, from the standpoint of historical objectivity, turns to the study of the translation of the last book of L. Cherkassky published in China, which in itself is a confirmation of his merits. Accordingly, this article seeks to identify the historical economic determinants of the public debt in Africa especially the interaction effect between the exchange rate and budget deficit.
