We build upon these extant studies by reconceptualizing the URM entrepreneur by noting (a) their historical role as wealth creators in the formation of the United States, (b) their approaches to entrepreneurship, which includes cultural empowerment as an outcome, and (c) their distinctive voices as business owners that manage to survive, and even thrive, despite the institutional and environmental barriers they face as racial minorities. Unique to this study is the deconstruction of the URM entrepreneur (Ogbor, 2000) by URM academics, who have themselves also experienced racial inequities. Thus, we are able to reveal new insights about the URM entrepreneur that have previously not been addressed by other researchers and expose research gaps that we encourage addressing by the academy. In this monograph we take stock of the progress to date and synthe-size the findings of 181 empirical scientific entrepreneurial ecosystem studies through a systematic literature review. We organize the review around five key mechanisms that explain the nature and development of entrepreneurial ecosystems: (1) interdependence of its elements, (2) upward causation explaining entrepreneurial ecosystem outputs and (3) outcomes, (4) downward causation and path dependence, and (5) inter-ecosystem links. The approach taken here is to survey the literature on lumps and discontinuities in the growth process, which may well correspond to the most interesting cases of firm growth. Our interdisciplinary review investigates stages of growth models, growth modes, growth strategies, and barriers and thresholds that hinder the growth of firms. Firm growth is theorized to be characterized by the addition and reconfiguration of lumpy discrete resources. The distribution of annual growth rates follows a heavy-tailed distribution, which has led to interest in growth paths, growth spells, growth spikes, and the phenomenon of High-Growth Firms (HGFs). Link","doi":"10.1561/0300000087","DOIUrl":"https://doi.org/10.1561/0300000087","url":null,"abstract":"In this monograph, I define public sector entrepreneurship in terms of innovative public policy initiatives that generate greater economic prosperity by transforming a status quo economic environment into one that is more conducive to economic units engaging in creative activities in the face of uncertainty. Using that definition, I propose that Vannevar Bush is a quintessential example of a public sector entrepreneur. I then propose that the Bayh-Dole Act of 1980 is an innovative public policy initiative that has ingredients of Bush’s philosophy about the role of government in technological advancement. Using Bush and the Bayh-Dole Act as examples of public sector entrepreneurship, I conclude the monograph with framework that might serve as a unifying taxonomy for interpreting future research on public sector entrepreneurship.
