This article assesses which factors have contributed to making this proposal and contemplates potential effects for the complex security challenges, political tensions among the neighbours, and existing institutional environment in the region. Drawing on the scholarship on comparative regionalism and overlapping regionalism, we show that a genuine interest to independently address security challenges in the Horn of Africa, as well as domestic concerns, are core motivations for the leaders in all three states. However, the HoAC proposal bears the risk of further alienating partners in the region and undermning security efforts of other regional organisations, most importantly the Intergovernmental Authority on Development, the African Union, and the Eastern Africa Standby Force. I find that (1) an overwhelming majority of voters disapprove of vote buying, yet view it as remaining prevalent, and (2) they view men as more active vote buyers, mainly due to the gender gap in vote-buying opportunities. On the one hand, the latter is committed to building information and communications technology infrastructure and encouraging technological innovation. On the other, citizens are becoming digitally literate, civically engaged, and more likely to hold the government accountable. The article seeks to discuss varied forms of citizen engagement in the era of Internet viral cultures, ranging from (1) the use of social media for online protest, characterised by political contestation and fleeting outbursts of anger and backlash in the Twittersphere, to (2) the appropriation of protest messages into humorous viral memes (often oversimplified, ignoring the complexities of the situation and more focused on humour rather than underlying core problems). Basedau","doi":"10.1177/0002039720945328","DOIUrl":"https://doi.org/10.1177/0002039720945328","url":null,"abstract":"This article takes stock of the state of African Studies and argues that (1) research on Africa is strongly dominated by outside, non-African, mostly Western views; (2) there is a tendency towards undifferentiated views on “Africa,” which usually concentrate on negative aspects, overlooking progress in many areas; (3) methodologies that focus on causal identification are rarely used; and (4) the field focuses on micro-perspectives while few works examine the big picture and the longue durée. The article then argues that Comparative African Studies, which builds upon the concept of Comparative Area Studies, can address some of these challenges. A pronouncedly comparative perspective would help to systematically combine and contrast “outside” and “inside” perspectives in order to better identify causal relationships and general trends both within Africa and between Africa and other regions. By liberalising their respective national economies, African countries are expected to benefit from economic impulses, with more and more activities beyond resource extraction being relocated to peripheral locations and generating so-called linkages there. This analytical report focuses on the upstream oil and gas sector, showing that Africa’s hydrocarbon-rich countries do not achieve economic progress merely because of being part of global value chains. The reason for this is endogenous obstacles to investment. Services – especially in engineering and logistics – are carried out by South African firms, which bring their own equipment and staff or work in South Africa. It argues that Ghana’s COVID-19 approach in marketplaces was characterised by (1) improving hygiene conditions through disinfection of all markets, (2) closing down markets to enforce social distancing among traders, and (3) imposing a lockdown to decongest densely populated marketplaces. Yet the micro-geographies of Ghana’s marketplaces complicated the implementation of these preventive measures. The socio-economic impacts of the COVID-19 pandemic in marketplaces were evident in the increased food prices, the economic hardships associated with the lockdown directive, and the forceful relocation and decongestion exercises to enforce social distancing among traders.
