The city of São Paulo has positioned itself as one of the “new leaders” combining climate responses with an active international strategy. We analyze the role of São Paulo in global climate governance by crossing its climate and its international agendas from 2005 to 2018. We consider the political and economic crises in Brazil since 2014, and their consequences in foreign policy. Our question is whether there was room for changes, and we attempt to understand if there were conditions for a shift in Brazilian foreign policy for the Middle East. Therefore, our hypothesis is that in this specific period, besides public declarations, there were no deep changes. By analyzing the Brazilian case from 2008 to 2015, we compare the effect of structural, bilateral, and bureaucratic factors in shaping the country’s diplomatic presence abroad, as measured by the ranking and size of its diplomatic representations. Many in the periphery, in particular in Latin America, appropriated the notion and labeled their own proposals as their own New Deals. These proposals produced an alternative international cooperative order, not necessarily the one wished by American elites. Latin America’s appropriation and reinterpretation of Franklin Delano Roosevelt’s message stirred controversies and disputes in the United States, within the liberal internationalist sectors, both in political positions and private actors. This article explores the reaction of certain U.S. liberal elites to the way Latin Americans appropriated and shaped international Rooseveltian ideas. The articles in this special issue give readers a good panorama of the multiple aspects of this interrogation, allowing them to question even what seems unquestionable, its “International” dimension. Covering historical process from the twentieth century, they paradoxically permit a positive answer to be flirted with, while clearly reminding us that the nation-state and its core mechanisms have not disappeared despite being strongly challenged. Society and social forces are the main focus of the narratives about the past published in this special issue. They were captured building transnational interactions and relations, challenging ethnocentrism as frequently seen in the literature in the past few years1. However, even when the analysis tackles classic inter-state dynamics, with actors advancing “posture[s] of Gladiators,” to quote Hobbes2, those societal forces were remarkably acknowledged and scrutinized. Often conceived of as a conservative reaction to the U.S. Civil Rights movement, the New Right actually developed transnationally, with determinative participation from Brazilian activists.
