This is based on the following questions: Which local growth coalitions do exist with which growth goals? To what extent do growth boundaries lead to an expansion of local growth coalitions with the urban hinterland? What kind of growth-critical positions are there in urban politics and to what extent do they question growth policies? The paper particularly ties in with the theoretical discussion of post-growth planning and enriches it by an empirical reflection by examining forms of municipal growth scepticism as well as limits of regional cooperation. The results show that there is a distinct growth coalition in Jena, which pursues the goal of attracting skilled workers to secure economic growth. However, due to natural growth limits and the resistance of individual residents, in-migration policies are reaching their limits, so that intermunicipal cooperation in the urban region is being sought as a fallback solution. In the course of the tertiarization of the economy and linked increases in the qualification of employees as well as changes in values and timemodels, soft location factors (e.g. image, cultural offerings) are expected to gain in importance. Therefore, this paper examines whether the importance of soft location factors has really increased in comparison to traditional, hard location factors. For this purpose, company surveys conducted by the Chamber of Commerce and Industry Mittlerer Niederrhein (Germany) in 2002 and 2017 are analysed. More than 1,000 firms took part in both surveys and evaluated more than 50 location factors in terms of their importance. The results of the study show that the importance of soft location factors related to quality of life (e.g. safety, image) and the city centre (e.g. parking) increased significantly over this time period. In comparison, the importance of the hard location factors stagnated or even decreased (without including the factor information and communication infrastructure). In this paper, we present a novel, mixed methods approach that combines digital and analogue methods. We investigate multilocal work arrangements of knowledge workers in Switzerland who mainly work in a central urban area but occasionally withdraw to peripheral mountain regions in order to conduct their work in a concentrated and undisturbed environment. To analyse such multilocal work arrangements, we use a mixed methods approach that incorporates six integrated methods: geotracking, laptop and smartphone tracking, self-administered digital diaries, ethnographic walk-along observations and qualitative semi-structured interviews. Our study illustrates that mixed methods in digitalisation research provide in-depth insights, but that they also have limitations. An important strand of research intodigitalisation in rural areas can be described as agency perspectives. Current studies point to the driving, transformative force of key figures, for example social entrepreneurs, smart villagers or spatial pioneers. At heart, these studies proposethat paths for collective action can be developed via key figures, thus generating ways to change established rules and norms. This paper represents a methodological contribution to this strand of research by subjecting the debate on leadershipthrough key figures to a quantitative, bibliometric analysis, on the basis of which a heuristic is proposed in order to develop relevant research questions. The provision at the federal level however is not directly applicable, but merely a binding legislative mandate to the cantons. Beyond the minimum requirements under federal law, the cantons are given far-reaching discretion in the legislative process. This paper exploits this constellation in order to examine how the political legitimacy of the instrument affects the concrete legal configuration. Based on the planning literature, two schools of thought hold precedence. First, that pragmatic arguments would lead to farreaching cantonal regulations, e.g., through the explicit considerationof rezoning and upzoning as further taxable eventsin addition to the federal law requirement of zoning. Second, that ideological arguments are likely to only lead to minimal implementations, e.g., to a levy rate that does not exceed the minimum 20 percent prescribed by federal law. However, thiscomparative study based on the cantons of Basel-Stadt, Basel-Landschaft, and Bern instead points to a reverse correlation. Its “smartness”, in other words, should be based on interaction between technological infrastructures and civic engagement.While this vision has inspired European policymaking and public discourse in recent years, understanding of the interaction between digitalization and civic participation in rural areas remains limited. In order to fill this gap, this paperoffers a systematic review of journal contributions situated at the intersection of digitalization, participatory efforts and rural development. Overall, our study shows that digital rural development and its interplay with participation processes is still a niche concern in scientific journals. We find that articles focus primarily on projects seeking to increase broadband capacity. Second, they focus on the spatial characteristics of rural areas, where social relations and intermediaries play an important role. Third, they emphasize the integration of topdownmeasures with bottom-up initiatives. There is no single, dominant theoretical approach conceptualizing the intertwining of digitalization and civic participation processes in rural areas. It is evident that local social networks are strengthenedand maintained through both analogue and digital formats. Based on the results of an online survey, this paper examines the influence of home office on housing and settlement structures. Considerations of co-working spaces, another form of mobile work, are also included in the analyses. The aim of the paper is to contribute to the discussionabout the attractiveness of residential locations and the consequences of mobile working for housing behaviour. The results show: Contrary to what media discussions suggest, no clear effects on location preferences or a ‘new desire for thecountryside’ can be identified (so far). Furthermore, there is an increased willingness to move, especially in flats that are perceived as too small; dissatisfaction with the flat is higher among respondents with little space. Village shops and rural consumers are traditionally not considered to be digitization pioneers. The research question is: How do the Corona pandemic and digital transformation affect village shops andtheir customers? For answering this question, we present findings of a two-wave household survey in six case study areas as well as results from qualitative interviews with operators of twelve village shops and ten experts. The experiences in theCorona crisis demonstrate the high resilience of the village shops due to increased local demand and flexible adaptation strategies. The contribution of digitization remains limited, even though this transformation is taking place evolutionary in the village shops using trial and error. One danger for village shops is that consumers tend to buy more online due to Corona. Purchasing power outflows in online retail make shop closings more likely, which in turn leads to more online shopping as a coping strategy for consumers when there is no local supply.
