It applies a feminist institutionalist lens to understand how the representation of equalities third sector organisations is enabled and constrained. The theoretical foundation brings together diverging literatures on third sector–state relations, democracy theory and understandings of descriptive representation in the equalities literature. Using semi-structured elite interviews, it employs critical discourse analysis to scrutinise policy actors’ partnership accounts. Findings reveal how equalities representation is restricted by institutional expectations for the third sector’s unified voice. Furthermore, institutionalist discourses about the the ‘usual suspects’ and scrutiny of the grassroot–professional paradox reveal how Welsh equalities representation is under threat. This analysis reveals the complex interaction of diverging uses of representation and participation that serve to undermine the legitimacy of expert knowledge on inequalities to inform state policy making in favour of populist constructions of the wider citizen voice.

This article addresses this gap, exploring collective leadership of grassroots associations through a ‘leadership-as-practice’ lens (Raelin, 2016a; 2016b). It adopts the concept of ‘bundles’ of leadership practice (Schatzki, 2005) to analyse data from a single ethnographic case study. Adopting this conceptual lens, we identify a set of ‘bundles’ of related practices – organising, engaging and accounting – that constitute the enduring reality of the grassroots association’s collective leadership.\u0000

Previous research on police volunteering has predominantly been focused on volunteer special constables; however, volunteers occupy numerous and varied roles across the police service. Indeed, it appears that there will be a concerted effort to recruit more volunteers to support policing. If such growth is to be effectively planned and managed, understanding the characteristics of volunteers and their motivational factors for volunteering is critical. This research considers the characteristics and motivations of Volunteer Police Cadet (VPC) leaders who donate hours in schemes across England and Wales. The research concludes that respondent VPC leaders are mainly White British, well-educated individuals who tend to be motivated by feelings of community spirit and the opportunity for self-development. While these are important for understanding how to attract volunteers, the lack of diversity among these individuals is a matter for concern.\u0000

While much attention has been paid to the virtue of co-production, often drawing on particular, single, case studies, there is less literature exploring the wider impacts. However, ongoing marketisation, fiscal pressures and increased competition in education have led school leaders to turn to co-production as one mechanism for survival, while recognition of some of the potential benefits has led to a surge in efforts to implement co-productive activities. Focusing on collective co-production efforts, this article explores voluntary income data from more than 300 primary schools and their respective Parent Teacher Associations, supported by 70 questionnaires looking at volunteer contributions, which were completed by headteachers, and ten in-depth interviews with headteachers. Our data reveal three significant findings: the extent of collective co-production in primary education is increasing; this activity is driven by fiscal challenges, resulting in schools feeling coerced into co-production, which has wider implications; and this is resulting in increasing inequalities. We conclude with a discussion about what this means for the wider policy agenda.\u0000
