A study describes psychological characteristics of emotional burnout, contributions to emotional burnout, based on modern foreign and domestic psychological literature. The empirical results are presented through tiered severity of emotional burnout amongst medical workers and metrics of depersonalization, emotional exhaustion, reduction of professional skills in professional activity in the health care system and a comparative analysis of their progression at the ascertaining and control stages of the study. The results give the features of professional burnout amongst medical workers as representatives of a social group experiencing double psychological stress caused by high emotional intensity of professional activity and social interaction with patients, resulting in higher risk of professional stress. In this regard, the features of professional burnout are expressed primarily as a feeling of emotional exhaustion, depersonalization and reduced personal achievements. Growing emotional exhaustion affects job performance, deteriorates relationships with colleagues and family and reduces mental health. It analyzes a large amount of historical literature on land management in Russia in the early 20 th century and explores different scientific approaches to the definition of land management and land surveying, the difference between them. The paper considers the tsarist period when land management was first legislatively mandated, being facilitated by the agrarian reforms initiated by Prime Minister Pyotr Stolypin. The reforms were aimed at destroying the commune system that hindered the development of capitalist-oriented agrarian relations. On May 29, 1911, resulting from the reforms, the Tsar signed the Law On Land Management, which represented the goals and interests of the state for economic development, in particular the agrarian sector. Land management was based on economics, while land surveying was recognized as the simplest geodetic operation.
