Galanos","doi":"10.1080/13505033.2020.1772561","DOIUrl":"https://doi.org/10.1080/13505033.2020.1772561","url":null,"abstract":"ABSTRACT The present study deals with the definition of the necessary principles, methods and materials for conservation of the monuments in Firuzabad and Bishapur in the province of Fars in Iran, such as the remains of the Ardashir Palace and Anahita’s temple complex. Moreover, specifications are provided for the conservation interventions on these monuments, according to the international theoretical principles and rules, thus guaranteeing successful implementation of intervention methods and materials on these monuments of the world cultural heritage. The inspection of the monuments in 2009 by the scientific team of the Technical University of Crete resulted in the development of a framework for a conservation plan based on the characterisation of building materials and condition. Turkey has developed legislative systems for protecting archaeological sites not only by conservation processes, but also through spatial planning processes. Regardless of the legislative arrangements, urban development has continued to threaten archaeological sites. A central problem of the study is the inefficiencies of legislative structure in Turkey to protect archaeological sites under the continuous pressure of urban development. It is assumed that one of the major reasons for this threat is poor integration and cooperation between conservation and planning processes defined by legal structures. The data for this study is provided by a literature review, field surveys, and interviews with city officials and citizens. The study analyses the changes to residential quarters occurring in the Old City with a particular focus on their relation to a) the post-war reconstruction process, b) lack of management by the municipal government, and c) inadequate involvement of citizens/residents. The study shows how changes in private housing have occurred across the Old City. They began around 2004 and accelerated with the reconstruction process, which included projects funded by the Aga Khan Trust for Culture (AKTC). This has been possible thanks to a research methodology that combines remote sensing and ground control on a sample of 558 sites documented by the Iraqi-Italian QADIS survey project. A three-tier typological framework has been created illustrating the risks jeopardising the cultural heritage of the region. This research showed that the most impacting risks are the ones caused by agricultural activity, despite current narratives which mainly focus on looting and violent destruction. To get at the root of the problem, current laws protecting cultural heritage in Iraq are analysed, as well as how the cultural authorities are organised on the ground. This heritage resource is, however, under threat from an array of factors, such as increasing population densities and agricultural intensity. In this paper, we report on the Condition Assessment Risk Evaluation (CARE) project that had as one of its primary objectives the co-production of a user-friendly, non-invasive condition assessment risk evaluation Toolkit for gathering and organising information essential for the long-term conservation of open-air rock art. We describe the public involvement CARE process through co-experience participatory focus groups, which evaluated the Toolkit, concluding that we can have confidence in the results obtained from the public. However, despite their functionality and sustained professional use, these inventories are not unproblematic, particularly in regards to informal usage. Based on the author’s professional experience this article will discuss some of the issues which convolute the delivery of historic environment data. These issues can be grouped thematically beneath the banners of fragmentation, interoperability, and accessibility. Underpinning these three topics is the relationship between historic environment records as institutions and digitality as both a cognitive process and a distribution mechanism.
