Stojadinović","doi":"10.1680/jbren.21.00018","DOIUrl":"https://doi.org/10.1680/jbren.21.00018","url":null,"abstract":"Functional recovery of transportation infrastructure after a disaster is essential for community disaster resilience as the recovery of damaged community components depends on their accessibility for repair. This paper presents a community disaster recovery simulation that accounts for community component's accessibility for repair using a demand-supply framework. Considered components of a community are viewed as suppliers and/or users of various resources and services essential for community functionality, reflected in components’ supply and demand properties. Whenever the demand of a component is not met, that component ceases to operate, simulating interdependency effects. Similarly, recovery demand is attributed to damaged components, representing the amounts of resources and services (e.g., workers, machinery and transportation services) these components need to recover. The proposed framework is illustrated on a virtual community with 3600 inhabitants supported by several interdependent infrastructure systems. The results show that the transportation network damage slows down the recovery of the virtual community by preventing access to damaged components and reducing the ability of the community to mobilize available repair resources. There exist time-varying features within both earthquakes and structural deterioration. It has been found that the occurrence of large earthquakes is dependent on time due to energy accumulation, whereas the widely adopted homogeneous Poisson process assumes the time-independent occurrence of hazards. Besides, bridges can deteriorate over time due to environmental exposure, resulting in increased seismic vulnerability. The time-varying characteristics associated with both earthquakes and deterioration, which cause compound effects to structures, should be incorporated in long-term seismic risk and resilience assessment. In this paper, an approach for assessing the long-term resilience of bridges incorporating time-varying characteristics of earthquakes and deterioration is proposed. The Brownian Passage Time (BPT) model capturing energy accumulation and release is used to model time-varying characteristics of earthquakes. The bridge seismic vulnerability is computed in a time-variant manner considering deterioration. Subsequently, long-term bridge resilience is computed by considering earthquakes and deterioration occurring during the entire service life of bridges. Loss of the functionality of bridges has consequences on the entire transport network, which is also interconnected with other networks, therefore cascading events are expected in the entire system of systems, leading to significant economic losses, business, and societal disruption. Recent natural disasters revealed the vulnerabilities of bridges and CTI to diverse hazards (e.g. floods, blasts, earthquakes), some of which are exacerbated due to climate change. Therefore, the assessment of bridge and network vulnerabilities by quantifying their capacity and functionality loss and adaptation to new requirements and stressors is of paramount importance. In this paper, we try to understand what are the main compound hazards, stressors and threats that influence bridges with short-and long-term impacts on their structural capacity and functionality and the impact of bridge closures on the network operability. We also prioritise the main drivers of bridge restoration and reinstatement, e.g. its importance, structural, resources, organisational factors. The loss of performance, driven by the redundancy and robustness of the bridge, is the first step to be considered in the overall process of resilience quantification.
