Conflict in the concept of wilderness sprouts from incompatible philosophies of broader human–nature relationships. The concept of “wilderness” in the USA, as embedded in the 1964 Wilderness Act, reflects how the pro-designation community interprets humankind’s relationship to nature and the physical landscapes protected under the Wilderness Act are managed to reflect that community's’ understanding of nature. Conflicts arise when other communities perceive their own understandings of nature to be threatened by the concept of wilderness and the constraints it places on activities in the protected area. Using this case study of Wilderness Area designation on the Olympic Peninsula, this paper demonstrates how different sides of a conflict over wilderness legislation use cultural narratives to dominate the public dialogues surrounding wilderness. Actors in the debate seek to create a story of powerlessness and use this as a tool to legitimize their claim that nature and heritage are at risk. This paper presents a case and method for incorporating concepts from an emerging interactionist perspective on social movements into heritage research in order to better conceptualize and analyze the interactions and processes through which collective identity and heritage is co-produced. We examine the political and interpretive processes at the heart of heritage research, consider areas in which the language and concepts of social movements addresses existing gaps and disagreements, and identify a set of questions that will open new perspectives on heritage movements and contests. Hutching's provocative Maritime Heritage in Crisis, I found myself agreeing with the prominent archaeology professor who argued that archaeologies' colonialist agenda, driven by capitalism and producing elitist, racist and pro-development narratives, is \"old news\" (xii–xiii). However, by the conclusion of the book, Hutchings had convinced me that this \"head in the sand\" attitude is no longer sustainable. Archaeologists and resource managers model themselves as experts\", \"saviors\" and \"specialists\", yet hide behind these roles like the pianists on RMS Titanic – part of the problem yet blind to the fact. For decades, archaeology and cultural resource management (CRM) have been complicit in the destruction of Indigenous heritage in colonial states like Canada and America – the settings for this volume. Yet, as argued by Hutchings in his frank, first person voice, this destruction is as inherent today, to the point that he describes it as a type of \"violence\" (96). The aim is to explore the tensions and paradoxes that manifest themselves in postcolonial processes of marginalization and universalist claims surrounding the production of colonial heritage. Practices of heritage conservation and awareness have a colonial as well as postcolonial history of civilizing mission and claims to universal values, which create tensions in which some perspectives and positions are universalized, while others are marginalized. Importantly, this field extends beyond that of heritage itself to encompass a larger set of universalizing claims on cultural, moral, aesthetic, and political values. Puducherry, as a marginal colony of what in the context of India was a marginal colonial power, presents an interesting case of double historic marginalization and resulting postcolonial dynamics, as elements of this marginality recur in the present production of its heritage. A history of claims for universal values remains at play in the production of Indo-French colonial heritage surrounding Puducherry; although the dynamics of who is making claims on such values change in the postcolonial context.
