As part of a scientific article, the prospects for the development of high-tech clusters in the context of the implementation of the Digital Economy of the Russian Federation program are analyzed. Its main priorities are defined. The program has not yet been adopted, but today it is obvious to experts that in the development of a new GPV, developers have serious problems with modeling the needs of the Ministry of defense in armaments and military equipment in such a long term. No less a problem exists with the forecast of supply from the military-industrial complex (MIC), both in terms of physical volume and cost of production. In these conditions, the interest in the experience of creating systems for the acquisition of weapons, military equipment and materiel in the practice of military construction of leading foreign countries is actualized.\u0000The author of the article paid special attention to the American model of program-target planning of the construction of the armed forces. It is noted that the key element of this system is the \"long-Term program of the Ministry of defense\", which is an official automated database that is adjusted at the stages of programming and budget development as appropriate decisions are made. It includes a hierarchically organized set of targeted programmes covering all the activities of the Ministry.\u0000It is concluded that the strategic audit of the us Federal programs is based on a real understanding of national interests as a priority in relation to the freedom of market activity. {"title":"Methodological approaches to assess the investment attractiveness of organizations in the military-industrial complex","authors":"A. Mergeneva","doi":"10.15862/04ecvv119","DOIUrl":"https://doi.org/10.15862/04ecvv119","url":null,"abstract":"This article is devoted to the consideration of practical methods for assessing investment attractiveness both in general and for the military-industrial complex. The authors identify a list of coefficients that are applicable in the assessment of the marked indicator, determining the essential value and the formula for calculating each of the calculated indicators. In addition, the Russian experience of calculating indicators of investment attractiveness is considered, according to which the authors conclude on the need to consider industry specificity when calculating indices for defense companies, due to the fact that the resulting average coefficient cannot reliably and qualitatively reflect the organization’s true financial situation. As the most applicable and effective practice of building an analysis of the investment attractiveness of enterprises of the military-industrial complex, it is recommended to carry out two major components of the assessment. First, is the need to obtain exactly the numerical coefficient, that is, the indicator? which can really be calculated, in contrast to the indicators of expert opinion, which demonstrate a greater degree of subjectivity of the decision maker, which is not always accurate due to the human factor and rather abstract formulations of such indicators. Secondly, it is required to formulate calculated indicators for assessing the investment attractiveness of enterprises of the military-industrial complex in such a way that the final result is applicable and indicative in the context of a comparative analysis of the organization under consideration with similar competitive companies in the industry, namely, the coefficient initially must include industrial characteristics in its calculation the market and its development prospects in relation to the interests of the business entity being assessed. Taking into account the above, the authors developed a scheme of formation of the military-industrial complex in order to coordinate the organizational and economic interaction of enterprises of the military-industrial complex to ensure the modernization strategies of enterprises. The study proposed a number of measures to modernize the management of the military-industrial complex.\u0000Also, the authors identified a number of measures aimed at improving the management system of the military-industrial complex of the Russian Federation.
