In response to insecurity, aid agencies and other organizations that operate in conflict-torn spaces increasingly attempt to protect their staff though ‘hard’ security measures. However, this trend of bunkerization and fortification is at odds with basic values and goals of statebuilding, peacebuilding and the delivery of humanitarian aid. In particular, the trend draws new ‘hard’ borders between ‘locals’ and ‘expatriate’ staff, isolates foreign staff and creates new security risks, particularly for local staff. In this chapter we argue that the current miasma of despair regarding international interventions is the result of three successive errors: silencing, problematizing and stigmatising cultural difference. After examining these three errors, we suggest three new starting points: approaching difference as multidimensional, refusing to essentialise difference, and focusing on the power relations that make difference exist in the first place. This line of inquiry stems from the need to generate knowledge on the ways in which international statebuilding is mediated and re-negotiated in local spaces. Rather than focusing on the much-analyzed hidden/everyday forms of resistance, the objective of the analysis is to understand the parallel, disruptive practices that directly challenge the international statebuilding project. These particular forms of contention are important as they explicitly engage with the coercive power of international statebuilding. To explore such dynamics, I deploy a set of conceptual tools developed by scholars of contentious politics: international political opportunity structures, mobilising structures and framing.
