{"title":"Administrative and legal aspects of economic regulation in the Russian Federation in the face of anti-Russian economic sanctions","authors":"A. The article deals with the issues of administrative and legal regulation of the mechanism for counteracting to anti-Russian economic sanctions taking into account the current state of the country’s economy and reflects the main positive results of the activities of the authorities and administration in applying of the imperative method of influencing all participants in economic activities related to the conduct of a special military operation on the territory of Ukraine. \u0000Methods. In preparing the article methods were used to analyze the current legislative and bylaws as well as available statistical indicators of the effectiveness of the application of anti-sanction legal norms based on official data from authorities and administration. \u0000Results. The author specifies the tasks of enhancing the administrative impact on the economic sphere. The measures already taken, which had a positive impact on the country’s economy under the sanctions, are named, and the directions of the imperative impact on the sphere of production and consumption are indicated. Topical issues of administrative impact on all spheres of society’s activity are outlined as a task to be solved in the context of the aggressive anti-Russian policy of foreign states. Modern conditions of official activity of convoy and security police officers impose high demands on the level of their physical fitness. In their professional activities, they often face the need to use physical force, including martial art techniques against suspects and defendants for selfdefense, as well as to overcome resistance to legal demands. However, the use of physical force and fighting techniques is impossible without well-developed physical characteristics. This article considers the problem of formation and improvement of physical characteristics necessary for professional and service tasks of convoy and security police officers. \u0000Research methods. The author used a test method to determine the effectiveness of the obstacle course on the development of coordination abilities of convoy and security police units, and the method of mathematical statistics Student’s t-criterion for quantitative processing of the obtained results. \u0000Research results. The study conducted by the author involved trainees undergoing police professional training. The research was organised on the basis of Tuymen Institute for Advanced Training for employees of the MIA of Russia during the period from July to October 2022. At the beginning of the experimental and control group participants showed the same level of development of coordination abilities. During the pedagogical experiment practical physical training sessions for the representatives of the experimental group were carried out with using the principle of dynamic scheme of obstacle course; the representatives of the control group were trained according to the general plan. In the final test the results of the participants of the experimental group surpassed those of the control group. The reason for that are the actions of armed Ukrainian formations in the zone of special military operation and terrorist acts committed by sabotage and espionage groups of the enemy on the territory of the Russian Federation. These facts make it necessary to find new, more effective practical technologies of education and training focused on forming as soon as possible the practical skills and abilities necessary for police officers to ensure personal safety when performing tasks in everyday activities and special conditions. This research deals with the issues of preparing students in educational institutions of the Ministry of Internal Affairs of Russia for acting in special conditions. \u0000Research methods: to achieve the purpose, the following research methods were applied: 1) theoretical (modeling, analysis and synthesis); 2) empirical (observation, comparison, experiment). \u0000Results of the research: On the basis of the research, the ways of solving the problems arising in preparing police officers for acting in special conditions have been identified. As a technology used to simulate situations of operational-service activity, the authors propose the use of operational-tactical game, the effectiveness of which was tested during the competition of professional skills «I am a police officer». The development of restorative justice continues to be a topical activity area of the subjects of the juvenile delinquency prevention system over the past decades. The need for its development stems from the high need of state and public institutions to increase the humanistic orientation and scientific validity of traditional measures of criminal law impact on juvenile offenders. The existing rehabilitation programs first of all focus on the application of educational measures to a juvenile offender. At the same time, law enforcement practice largely continues to follow the principles of «adult», mainly punitive justice, and when conducting traditional rehabilitation programs with juvenile offenders, the specifics of their guilt experience are not taken into account. \u0000Methods. In the course of experimental work carried out at the Temporary Detention Center for Juvenile Offenders of the Ministry of Internal Affairs of Russia in the Perm Region (hereinafter referred to as the Center), not only the psychological characteristics of juvenile offenders that led to the formation of delinquent behavior, but also the specifics of their experience of guilt for the offense committed were studied. \u0000Results. The very process of mastering fighting techniques, forming the necessary motor skills and abilities and their further improvement proceeds much more successfully on the background of a high level of general physical fitness. The relevance of the researchconsists in the high importance of general physical training, which is the foundation of all professional-applied training of cadets and trainees, contributing to the formation of necessary knowledge and skills to organise their life in accordance with socially significant ideas about healthy lifestyles, as well as the ability to independently maintain the necessary level of physical fitness for full professional activity. \u0000Research methods. Analysis of documents regulating the educational activities of cadets and trainees in physical training in educational organisations of the Ministry of Internal Affairs of Russia, survey of specialists giving practical courses in the discipline «Physical training», study of changes in testing indicators of general physical training of cadets, methods of mathematical statistics. \u0000Results. The authors have studied regulatory documents, experts’ opinions, examined the dynamics of changes in the level of general physical fitness of cadets of St. Petersburg University of the Ministry of Internal Affairs of Russia based on the results of control standards. Both absolute indices and indices, expressed in points, have been investigated. Appeal to questions concerning the state and basic directions of development of legal culture of modern society requires the establishment of factors of social development, which have an essential influence on the formation of law, determine the state, directions of modification and features of functioning of the legal sphere. Transformations of modern society and its legal culture are considered as interdependent processes and as factors of legal life of modern society. Methods: The study uses the general scientific logical methods of analysis, synthesis, comparison and generalisation, as well as special methods of legal research: formal-legal, historical-legal and comparativelegal. Results. The tendencies of social development, which characterise modernity, determine the features of the state of modern state and the specifics of the evolution of the legal system of a modern state, have been identified. Determinants of state-legal development in the conditions of modernity are: globalization and the connected with it changes of a social device; transformation and crisis of the value bases of public life; updating of cultural sphere; prompt development of techniques and computer technologies and a number of others. The effect of these factors is the change the content and form of law, the conditions and opportunities for legal interaction. Translation by means of the law of system of social values of the corresponding stage of civilization development, legalization of a significant part of social relations, social importance of effective legal communication both at a level of the separate society and world community define a social role of legal culture and necessity of scientific comprehension of the given socially-legal phenomenon.
