Musau","doi":"10.47604/jppa.1459","DOIUrl":"https://doi.org/10.47604/jppa.1459","url":null,"abstract":"Purpose: This paper looked at the principles of good financial governance that including: Financial planning practices, Revenue mobilization strategies, monitoring and evaluation units and assessed how they affect sustainable urban development. Methodology: Through a situational analysis, this report comes up with a conceptual literature which evaluates existence of correlation between efficient governance, monetary management as well as sustainable urban development. Findings: The paper established that the fundamental reason for public financial management is logical, efficient and time-time evaluation of financial practices employed by the urban councils to promote institutional learning on one hand as well as improving future performance and therefore, enhance the standard of their financial decision making. And thus, it concludes that effective and efficient use of public funds depends on the level of Accountability. Also, good financial governance and good institutional structures are crucial in attaining sustainable development. Unique Contribution to Theory, Practice and Policy: The paper recommends that, public institutions should strive to attain good financial governance which enhances management decisions, accountability and organization learning in attaining sustainable development. This paper also recommends that M&E should support evidence-based decision making as well as nominal compliance. Kim, Soon-Jick Hong","doi":"10.47604/jppa.1447","DOIUrl":"https://doi.org/10.47604/jppa.1447","url":null,"abstract":"Purpose: This study determines the possibility of public service innovation to meet the rapid changes in information technology (IT) and the need for new governance by analyzing three cases in South Korea. \u0000Methodology: The Smart Governance-Decision Support Systems (SG-DSS) in this study is a new form that guarantees the voluntary participation of citizens by applying IT to governance. SG-DSS supports the demand response that fulfills universal values and decisions about priorities by collecting citizens’ needs. It also encourages citizens or stakeholders to participate in establishing implementation plans that are more specific and fit for reality, giving legitimacy to public service policies and developing them into a driving force. \u0000Findings: The three case studies on Korean public policies show how public opinions reflect public service policies. Therefore, the findings of this study could lay the foundation for customized public services based on intelligent citizen participation by overcoming the current limitations. \u0000Unique contribution to theory, practice and policy: SG-DSS supports the demand response that fulfills universal values and decisions about priorities by collecting citizens’ needs. It also encourages citizens or stakeholders to participate in establishing implementation plans that are more specific and fit for reality, giving legitimacy to public service policies and developing them into a driving force. The core value of smart governance is to apply IT innovations such as big data and AI to public services.
