Given the ubiquity of human capital, most if not every society was crippled by the displacement of the workforce with historic impacts on productivity; GDP in the UK will be at its lowest in 300 years, requiring the largest peacetime debt accumulation in history. Stimulus packages occurred in many countries as a result of the inability to access the workplace, particularly school, restaurant, or travel. Airline travel in the US fell by a precipitous 93% at its nadir, the cruise industry collapsed, and trans-national crossing all but ceased to exist. Along with the freeze in people movement, supply chains were disrupted including components necessary for both treatment and vaccination. Analyzing teachers' perceptions and expectations of online teaching before and during the pandemic help stakeholders understand how to better handle the challenges of online learning. The literature review examines the traditional differences between teaching online and in-person courses, challenges faced when teaching online courses, and teacher perceptions of online learning. The survey method was used to collect data on the experiences of online teaching before and during the pandemic from ninth through twelfth grade teachers in a North Texas school district. The study results show that factors such as a teacher age or years of experience had less influence determining if they were prepared for online teaching. The frameworks are used to describe vignettes from VLEs with elementary school learners and elementary school teacher candidates (future teachers). Moving from an in-person environment to a virtual one can be highly problematic for individuals (specifically, students with disabilities) whose teachers most often use direct instruction strategies that require face-to-face interaction. This chapter will help the reader understand the variations of the characteristics of the different disability categories served under the Individuals with Disabilities Education Act (IDEA). This chapter will provide the readers with instructional strategies that effectively mitigate difficulties with instruction in a virtual environment. Additionally, this chapter will examine the challenges observed in students with disabilities that make accessing the virtual educational setting problematic. These areas include race, culture, disability, and low socioeconomic factors.
