Recognizing several limitations, we find that greater gender congruence has a positive effect on the breadth of volunteering (number of activities) as well as the level of satisfaction associated with these activities among female members. However, gender congruence is neither significantly related to the likelihood of volunteering nor to the depth of volunteering. By analyzing NPO/NGO-related courses in selected public administration programs, this research breaks down their curricula into major categories from the public administration and policy standpoints. This study found that civil society constitutes the public administration environment on the macro-level, while NPO/NGOs are key actors in the participatory governance and contracting-out on the micro-level. From the public policy standpoint, the advocacy function of NPO/NGOs took the central role in the public policy formation stage, while their service delivery function was highlighted in the public policy implementation stage. South Korean PA education is evaluated to take a top-down-style approach in embracing the roles of NPO/NGOs in the public policy implementation process. One strategy is to implement an early warning survey system. This article describes Colorado’s experience with a survey the state administered to local government officials shortly after the governor’s stay-at-home order. The state used the survey to inform its fiscal response policies. We describe the advantages and challenges of using surveys as a statewide, rapid information collection strategy as well as offer evidence that the survey yielded relatively accurate data about local fiscal impacts. Park, Yu Shi","doi":"10.2139/ssrn.3713962","DOIUrl":"https://doi.org/10.2139/ssrn.3713962","url":null,"abstract":"Over the past several decades, special districts have proliferated and become the most rapidly growing type of local governments in the U.S. This study provides an exploratory investigation of special district finance reliance from two aspects, including expenditure reliance of general–purpose governments on special districts’ service delivery and financing mode of special districts. Using financial data collected from the Bureau of Census, this study provides detailed descriptive analyses on temporal trends and geographical patterns of expenditure reliance and revenue financing mode for four service functions. From the perspective of expenditure reliance, this study shows that special districts have replaced the role of general–purpose governments. In terms of revenue modes, special districts tend to rely on user fees, equating payers and beneficiaries of services. This article examines the relationship between transformational leadership and network performance in Continuum of Care homeless service networks. We hypothesize that transformational leadership behaviors of network managers contribute to the effective management of a homeless service network. We test this proposal using survey data from 237 respondents who lead federally funded Continuum of Care homeless service networks.
