It presents a use case analysis of the US Army Test and Evaluation Command (ATEC) test program management to demonstrate how cloud computing and social media could streamline pre-existing, highly serialized, enterprise-wide workflow processes. The resulting optimizations to the monitoring, reporting, and control aspects will lead to situational awareness information being available to senior leadership with far fewer intermediary, human-in-the-loop steps. Regarding quality of service changes, Web Services need to be able to adapt dynamically to respond to such changes. However, formulating quality of service parameters and their relationship with adaptation behaviour of a service based system is a difficult task. In this paper, a Fuzzy Inference System (FIS) is adopted for capturing overall QoS and selecting adaptation strategies using fuzzy rules. The overall QoS is inferred by QoS parameters, while selection of adaptation strategies is inferred by the overall QoS, importance of QoS and cost of service substitution. In particular, hierarchical fuzzy systems were used to reduce the number of rules. Our approach is able to efficiently select adaptation strategies with respect to QoS changes. This paper examines the challenges to collaboration among responding entities and proposes a technology-enabled self-synchronization framework for sharing information using a distributed, highly scalable, web application based on the cloud computing technologies. The proposed design applies the unique benefits of cloud computing to the disaster response domain. The system adopts a service oriented approach for execution of various tasks that are performed for managing NICU activities. It also facilitates decision support systems for a number of critical tasks of NICU. This paper extends WS-CDL from the aspect of goal that services to implement, and this can lay the foundation of on-demand service selection.
