The analysis is based on Tobin’s (1969) Q-theory of investment. The variables used in the empirical model are investment rate, average q index, prices of capital goods, internal finance and external finance.\u0000\u0000\u0000Design/methodology/approach\u0000This research is concerned with the model specification of a dynamic Average Q model. In that respect, the current research describes the data, presents the empirical methodology and estimates the Average Q model of investment and obtains the results. The empirical procedures and results of studying the average Q model. It includes testing for the unit root in the time series, vector error correction model (VECM) and cointegration long run analysis, and finally estimations of the model under uncertainty and empirical results.\u0000\u0000\u0000Findings\u0000Stochastic shocks to the determinants of private investment in Egypt have their impact on investment rate. The representation of impulse response in VECM shows that a one standard deviation shock to the value of the firm has a positive impact on investment rate. Stochastic shocks to both internal finance and external finance have slightly positive response from investment rate. Also, a stochastic shock to investment rate has a positive yet declining response from itself. However, a stochastic shock to prices of capital goods has a negative impact on investment rate. The representation of variance decomposition in VECM shows that investment rate is positively affected yet at a declining rate by a one standard deviation shock in both internal and external finance during the period 1982-2015. Also, a stochastic shock in the value of the firm or in the prices of capital goods has a slightly positive impact on investment rate.\u0000\u0000\u0000Originality/value\u0000Investment and capital accumulation are the main vehicles for economic growth and development. There have been fluctuations in Egypt’s investment rates since mid-1970s due to variations in saving rates. Thus, it is important to present some policy implications that could potentially assist the enhancement of the Egyptian economy. In that respect, the estimated results of the empirical model show that changes in the prices of capital goods in Egypt are significant factors that have negative impact on investment rate. Prices of imported capital goods in Egypt are affected by foreign exchange market conditions in the form of significant changes in the pound exchange rate. Thus, foreign exchange market reforms, as adopted recently in the Egyptian economy and improvements in trade balance, are important steps to alleviate obstacles that hinder investment. Regarding the source of finance, the estimated results showed that changes in both internal and external finance have a positive impact on investment rate. Outcomes of monetary and fiscal authority commitment to policy instruments, interest rate, government spending and taxes, are evaluated using Taylor-type and optimal simple rules.\u0000\u0000\u0000Design/methodology/approach\u0000The study extends the stylized micro-founded small open economy New Keynesian DSGE model, proposed by Lubik and Schorfheide (2007), by explicitly introducing fiscal policy behavior into the model (Fragetta and Kirsanova, 2010 and Çebi, 2011). The model is calibrated using quarterly data for Egypt on key macroeconomic variables during FY2004/2005:Q1-FY2015/2016:Q4; and Bayesian methods are used in estimation.\u0000\u0000\u0000Findings\u0000The results show that monetary and fiscal policy instruments in Egypt contribute to economic stability through their effects on inflation, output and debt stock. The monetary policy Taylor rule estimates reveal that the Central Bank of Egypt (CBE) attaches significant importance to anti-inflationary policy and (to a lesser extent) to output targeting but responds weakly to nominal exchange rate variations. CBE decisions are significantly influenced by interest rate smoothing. Egyptian fiscal policy has an important role in output and government debt stabilization. Additionally, the fiscal authority chooses pro-cyclical government spending and counter-cyclical tax policies for output stabilization. Again, past values of the fiscal instruments are influential in the evolution of the future fiscal policy-making process.\u0000\u0000\u0000Originality/value\u0000A few studies have examined the interaction between monetary and fiscal policy in Egypt within a unified framework. The presented paper integrates the monetary and fiscal policy analysis within a unified dynamic general equilibrium open economy rational expectations framework. Without such a framework, it would not be easy to jointly analyze monetary and fiscal transmission mechanisms for output, inflation and debt. Also, it would be neither possible to contrast the outcome of monetary and fiscal authorities commitment to a simple Taylor instrument rule vis-à-vis optimal policy outcomes nor to assess the behavior of monetary and fiscal agents in macroeconomic stability in context of an active/passive policy decisions framework.\u0000

Bush and Barack Obama administrations. Also, it explores the nature of the changes in US foreign policy toward the Gulf region to explain the factors that lead to change and when this change occurs. Policymakers were one of the most important factors that led to the occurrence of change in US policy. Therefore, the study also focuses on decision-makers as an engine of change in foreign policy. In this vein, the study seeks to answer the following question: what is the extent of continuity and change in US foreign policy toward the Gulf region under both Bush and Obama administrations?\u0000\u0000\u0000Design/methodology/approach\u0000The study seeks to answer its research question by using the rational choice approach. This approach explains that foreign policy does not change because of change of leadership. Therefore, this approach is suitable to study the research question.\u0000\u0000\u0000Findings\u0000The study reached several points of results, the most important of which are as follows: there is continuity within US foreign policy toward the Gulf countries under the two Bush and Obama administrations. Despite the difference of mechanisms of implementing this foreign policy under both administrations, the objectives of the US foreign policy are still constant and continuous. For example, although the events of September led to the occurrence of tensions between the USA and the Gulf region, the repercussions of the events of September were ostensible where the effects were confined to a change in tactical objectives. Also, successive American administrations have recognized the USA’s enduring and salient interests in the Gulf region.\u0000\u0000\u0000Research limitations/implications\u0000The region is important as a source of US energy supplies as a strategic military base of operations and also as a site of US foreign policy influence through relationship with individual nations such as Saudi Arabia and the smaller states of the Gulf Cooperation Council.\u0000\u0000\u0000Practical implications\u0000This paper adds to the existing literature which charts the effects of US foreign policy on the Gulf region.\u0000
