Vented nickel cadmium and lead acid aircraft batteries have traditionally required frequent removal, for capacity tests, topping up and cycling. With the advent of sealed battery systems, the possibility of maintenance free operation or greatly reduced maintenance has become a reality. In 1990 LaFollette and Bennion described the design and performance of small (0.2 cm/sup 2/) bipolar lead acid batteries which, for 0.1-1 ms, were discharged at specific power levels of up to several hundred kW/kg. Improvements to the electrode designs were later made. Full size bipolar batteries were built which demonstrated that the results obtained for the laboratory-scale batteries of LaFollette and Bennion could be successfully scaled up. The results of these extensive studies have been published in several technical papers presented to various technical and industry groups in North America, Europe and Asia. These papers clearly demonstrate the utility of conductance technology for determining battery state-of-health and show analytical procedures for identification of premature capacity failures. This paper shows the results from VRLA (valve regulated lead-acid) 24 volt synthesized equivalent monobloc batteries using an averaging procedure for single cell conductance capacity data measured from 1000 ampere-hour telecommunications batteries. These synthesized data are used to demonstrate the correlation, diagnostic sensitivity and utility of the conductance measurements as applied to the 24 volt battery configuration generally used in aircraft applications. Utilities, on the other hand, have been relatively indifferent to this technology for a number of technical and institutional reasons that primarily involve the economic viability of this technology in the load leveling mode. However, from the late 1980s and early 1990, the concept of using batteries primarily for load leveling has undergone a radical change as a result of analytical studies as well as changes in hardware design practice. Now, batteries are being promoted for a wider range of high value applications that go beyond load leveling, and potentially affect the transmission and distribution as well as customer-side operations of the electric utility. As a result, utilities are showing a renewed interest in battery energy storage and several utilities are evaluating battery energy storage projects. Fuel cells offer a power source which produces electrical energy from fuel and oxidant which produce little or no emissions. Fuel cell power sources are being considered for both terrestrial and marine applications. The research and commercialization of such systems require system modelling to determine performance levels and fuel and oxidant requirements. A practical model will have to be flexible in its calculations depending on the information available. A model predicting the performance of a proton exchange membrane (PEM) fuel cell has been developed for a Ballard Mark V 5 kW 35-cell stack. The parametric model combining both empirical and mechanistic qualities was developed to calculate the cell voltage output in terms of complex relationships between current, stack temperature, and inlet partial pressure of hydrogen and oxygen. The model utilizes an iterative computer solution to obtain a practical flexible model which could calculate any variable in terms of the others. This paper illustrates the use of a practical model to determine the fuel and oxidant requirements to achieve various levels of power required for different vehicle power supplies. To facilitate the transfer of that information to devices, Duracell and Intel have jointly developed specifications for intelligent battery communication which they are proposing as industry standards. Two main specifications describe the electrical protocol (System Management Bus) and the data content (Smart Battery Data), while secondary specifications describe chargers, software and multiple battery systems. The Safety of Electric Racing Vehicles (SERV) Project is a joint effort of Arizona Public Service Company, the US Department of Energy, and other electric vehicle industry sponsors. The SERV Project has developed a systematic evaluation of hazards and risk associated with electric vehicle operation. This analysis focuses on the requirements necessary to establish a safe electric vehicle infrastructure. The SERV evaluation process begins with the identification of hazards associated with electric vehicles. This identification includes electrical, chemical, fire and collision hazards. The risks associated with these hazards are then evaluated, as is the uncertainty with which the risk is known. The methodology used to perform the hazards assessment and risk/uncertainty evaluation is an adaptation of a synergistic methodology utilized in process industries to evaluate new chemical processes.
