Annex VI regulations provides regulations for the prevention of air pollutions from ships, to comply with this requirement in Apapa seaport, this research work therefore is on air pollution mitigation technology factors for vessels and locomotives in Apapa seaport. To elicit responses for the study, specific objectives in line with the aim of the study were formulated while hypotheses and research questions were also formulated to align with the objectives of the study. Data were source from 500 respondents from Apapa Seaport using APOLMASTRA instrument. The instrument was validated and was also subjected to reliability which has internal consistency of 0.8r which was used for data collection. A test re-test method was used to determine the reliability of the instrument, the resulted was appropriately scored. The data obtained were analyzed using both descriptive and inferential statistics. The results from the Factor Analysis and Principal Component Analysis show that there are air pollution mitigation factors for ocean going and harbour vessels in Apapa seaport, alternative fuel significantly impact on air pollution mitigation in Apapa seaport and that alternative marine power or cold ironing does not exist in Apapa seaport. It examines the problems of project financing in the country, which include the following: Lack of adequate sources of finance for the development of projects; lack of information on appropriate sources of finance for projects development; failure of applications to the appropriate finance sources which in most cases result to project abandonment and, or project cost over-run. In attempting to prefer solutions to these problems, a critical analysis of the collected data was carried out using the following decision criteria in carrying out the financial appraisal of the studied projects: Simple inspection method, Cost-Benefit analysis, Equivalent uniform annual cash flow (EUACF), Internal rate of return (IRR), Present value (Worth). The results of the study show that most public projects financed using direct financing method are abandoned due to one problem or another. Contractor financing was, therefore, applied in financing such projects. In conclusion, the research revealed that the economic system in operation determines the source(s), of finance for any project. The major limitation of using natural fibers in durable composite applications are their high moisture absorption and poor dimensional stability (swelling); and this swelling of fibers causes micro-cracking and degradation of the composites. In this investigation, the fibers were treated with sodium hydroxide (NaOH) chemical and acetylation to decrease the hydroxyl group in the fibers. Experimental results reveal that the moisture absorption and degree of swelling of the treated bamboo raffia and coconut fiber composites are 25 - 35% lower than those of composites produced with untreated bamboo, raffia and coconut fibers. Experimental results also show that strong intermolecular fiber-matrix bonding decreases the rate of moisture absorption in bio-composites. The diffusivity of the bamboo, raffia and coconut fibers-reinforced-composites for 24hrs at 1000C were experimentally measured to be 4.91, 3.33, and 3.94 mm2/sec respectively. At present, the issues of improving energy efficiency from the sectors of the economy are given great attention. For the implementation of programs to increase economic efficiency, the development of theoretical provisions and methodological foundations of energy economic assessment of production is of great importance, there is a variation in the energy equivalents per waste of production resources offered by standards for different types of energy. Considering energy issues in economic systems, economic energy is not found in the relevant classifications, but experts consider the allocation of such a category in the theory of economic development to be timely, and this category fully meets all economic indicators. To do this, it is necessary to determine the energy equivalent for each energy source. The article assumes the calculation of energy equivalents expressed by rational numbers. The use of energy equivalents allows you to move to a single measure of energy for all types. Kuru Columbite Ore was sourced from ten different pits properly mixed to obtain homogenization and 20 kg was sampled out using the random sampling method, it was ground using the Denver milling machine and prepared towards characterization followed by desliming process by repeated scrubbing technique. Chemical characterization of the crude sample was carried out using Energy Dispersive X-ray Fluorescence Spectrometer (ED-XRF). Mineralogical analysis was carried out using X-ray Diffractometer (XRD) and Scanning Electron Microscope equipped with Energy Dispersive Spectrometer (SEM-EDS). 100 g of the crude sample using the cone and quartering method was sampled out for the particle size analysis and 1000 g each of sieve fractions –710+500 µm, –500+355 µm, –355+250 µm, –250+180 µm, and –180+125 µm was used for the scrubbing process. ED-XRF analysis revealed that the crude sample contains 11.4% Nb2O5, 39% SiO2, 6.56% Fe2O3, 0.34% TiO2 and other compound in trace forms. Mineralogical analysis of the Kuru columbite revealed the present of niobium oxide, iron tantalum, with other associated minerals. SEM images revealed that the ore contains coarse grains of niobium pentoxide which are disperse within the matrix of the ore, this implies that it requires less energy to liberate niobium pentoxide within the matrix of its ore and are evenly dispersed. The EDS of these microstructures revealed the presence of O, Mg, Al, Si, and Fe. The particle size analysis revealed the liberation size to be -250+180 µm and the chemical analysis of the Kuru Columbite ore of the concentration test using scrubbing process revealed that the economic liberation (-250+180 µm) have the highest assay of 48.6% Nb2O5.
