Thus, this paper focused on presenting a review on the technological developments of the rotary inverted pendulum. The review revels that patents and utility models of the rotary inverted pendulum correspond only to regulation control methods, a 3D modeling method, and experimental devices for science and teaching. The control methods are based on PID, fuzzy logic, and genetic algorithms that use digital processors, models or simulators. Bright images are an example of this, where the luminosity doesn’t allow the correct detection of different features for instance edges, textures and color, similarly, affect the human analysis. In this work a Third Generation Neuronal Network is implemented to enhancement bright images, specifically using the Intersection Cortical Model and a Time Matrix to modify the pixel value and obtain a better-quality image. The elements integrating the robot can be grouped in hardware and software. The hardware can be divided in primary and secondary one. The primary hardware refers to an Arduino UNO board and a Raspberry Pi 3 B+ single board computer, which shall execute control techniques. The secondary hardware is associated with the sensors, DC motors, power stage, and chassis of the robot. It is important to stress that hardware was selected by considering price, capabilities, features, and suppliers or distributors. In the case of the primary hardware, the elements were chosen by taking into account the programming languages that support. Hence, all the hardware elements of the robot are relatively cheap, have mid-range features, and can be easily acquired. The primary hardware supports languages as C++, Python, and Java. Therefore, free software was used to program the Arduino UNO and Raspberry Pi 3 B+ boards. Lastly, in order to validate that the proposed low-cost robot is useful to test control techniques, a trajectory tracking control is successfully implemented. As results, the confusion matrix shows the performance of the algorithm, where the Class #1 and #3 were the best classes classified (sensitivity is 100%), and Class #2 was the worst classified (sensitivity is 67%). In addition, the probability that the classifier ranks a randomly chosen positive instance higher than a randomly chosen negative for Class #2 and #4 is the same, AUC =0.94, and AUC =1 for Class #1 and #3. Another problem is to avoid more garbage collectors get ill because of the exposure they have to solid wastes that can make them have health issues. This lead us to design a garbage collector that can move around looking for garbage and can store it in a specific container. It will have a manipulator that will be moving thanks to a vehicle that can avoid obstacles. A camera will detect the garbage whenever it is in front of it and the manipulator will take it.
