Many of the papers in this area employ the MPEG-2 video coding algorithm and provide experimental results of the decoded image quality derived from using only the effect of cell loss on the MPEG-2 video layer. In a practical transmission scheme, this video information is combined with the audio and synchronisation information in the MPEG-2 systems layer. The underlying communications system uses both direct sequence spreading and fast frequency hopping to provide anti-jam capability. As a result of the hopping, noncoherent detection is used. The bit rate available for video will generally be under 300 kb/s. To make effective use of the channel, an optimal trade-off between source and channel coding is desired. In this paper, we investigate an H.263 compatible approach to robust transmission of stored video bit-streams that is based on a feedback channel. As a side product, our method allows random access without the overhead of periodic I-frames. For a fixed partition size ratio, this has been achieved by VLC code interleaving within a macroblock or group of macroblocks.
