Information seekers need external summary information to assess content and value of retrieved documents. Traditional models for writers, in library audiovisual cataloging, journal databases and archival work are examined, along with innovative new model databases featuring robust cataloging summaries. Recent developments in automated techniques, computational research, and machine summarization of digital images are noted. In its four years it has become a huge site and difficult to use. A reorganization last year using Frames and shortened pages helped, but its structure still causes problems for users. There are four basic reasons why the site is difficult to use in its present form: no search engine, split categories, idiosyncratic terminology and idiosyncratic subcatego-rization. The search engine problem will be solved soon, after the site moves to a new server. Another simple improvement will be to create a map of the site. These two changes by themselves are not enough, because the site needs increased browsability. Many catalogers, frustrated with the lack of a multiple versions solution, favored finding a way to use the existing print records to notify patrons of the online version. CONSER catalogers, while recognizing their commitment to the national database, were equally interested in finding alternatives, and others expressed an interest in knowing what CONSER would do. In order to gather feedback for policy-setting, Hirons posted inquiries to various online discussion lists and a thoughtful and lively debate ensued. In 1995, a demonstration prototype service-Cyber-Stacks(sm) http://Avyvw.public.iastale.edu/CWERSIACKSA, was formally established at Iowa State University with the intent of enhancing access and use of selected Internet resources in science, technology and related areas through the application of the Library of Congress classification system as an organizational framework. As the prototype was refined, other methods for identifying and selecting relevant resources were subsequently incorporated within its scheme. The OCLC InterCat Project was initiated to create bibliographic records for Internet sources and over a period of eighteen months more than 230 libraries signed on to participate. The administrative perspective is presented in a series of questions that administrators would typically ask before allocating the resources needed. The answers, which are provided in the context of the UCSB experience, are meant to allay concerns and provide practical and positive responses. The techniques used to accomplish this, as well as difficulties inherent in such an effort, are discussed. A theoretical framework for cataloging is also detailed. This paper is based on a presentation by Aimee D. Glassel to the ALCTS Cataloging and Classification Section Research Discussion Group at the American Library Association Annual Conference on June 28, 1997. The purpose of the catalog was to provide easy access to, and retrieval of, distributed Internet resources pertaining to four geographic regions: Africa, Latin America, the Middle East and South Asia. The case studies addressed the special considerations encountered in dealing with dynamic Web-based documents in a distributed virtual library. Our experience led to an understanding that collection guidelines for Internet sites must consider various document types available on the Web, document behavior, and document quality. We baselined quantities of Web documents reported by search engines to gain a general concept of document distribution by country, region, and language. Research was performed on Web document persistence to answer questions on catalog maintenance. Findings on document persistence were applied to collection guidelines. The record format for the catalog was modified to capture quality indicators about the Web document being described and new metadata forms to better meet the needs of the end user. By incorporating commercial, off-the-shelf software and existing cataloging standards and practices with our findings, we developed a semi-automated methodology for record and catalog creation.
