Based on a review of the works published in the WOS, we reflect on the pillars composing these practices. To present the results of the literature review, the EU Radicalisation Awareness Network’s structure (RAN) is used (its working groups and topic-oriented organization). It is concluded that the preventive paradigm relies on the enlistment of social actors (from the field of social policy and organized civil society). Some challenges and blind spots of this approach are pointed out. \u0000 \u0000Resumen \u0000Este artículo presenta una revisión de la literatura reciente (2005-2020) sobre las políticas de prevención del extremismo implementadas en la Unión Europea. A partir de los trabajos publicados en la Web of Science, se propone una reflexión sobre los pilares en los que descansan las prácticas de prevención. Se utiliza la estructura de trabajo de la Red Europea RAN (sus áreas temáticas y grupos de trabajo) para organizar los resultados de la revisión. Esta política ha servido como marco de diferentes acciones dirigidas a favorecer una mayor interlocución del servicio de inteligencia español con la sociedad civil, con la política pública de fomento de la cultura de defensa como precedente más cercano e inmediato. El presente artículo traza las similitudes en el desarrollo de ambas políticas públicas, a partir de la consulta de fuentes primarias y secundarias de acceso público, y las analiza a través del concepto de isomorfismo institucional. Como conclusión principal, se señala que la política de cultura de inteligencia es producto de un proceso de emulación de las prácticas de instituciones que comparten un mismo campo organizacional, como las que entonces se desarrollaban en el ámbito de la defensa. \u0000Abstract \u0000Since its creation in 2003, the purpose of the intelligence culture policy has been to raise social awareness about the work and the need for the National Intelligence Centre (CNI). This policy has served as a framework for different actions aimed at promoting greater dialogue between the Spanish intelligence service and civil society, with the policy of promoting the culture of defense as the closest and immediate precedent. This article traces the similarities in the development of both public policies throughout the consultation of primary and secondary sources of public access and also analyzes them through the concept of institutional isomorphism. La motivación común es que todos los actores sociales adquieran conciencia de que tienen un papel activo en la salvaguarda de la seguridad, y que solo la suma de esfuerzos puede garantizar la seguridad y la defensa de los valores democráticos y constitucionales compartidos. Los objetivos prioritarios serían, por tanto, dar a conocer la labor de los servicios de inteligencia, su funcionamiento, la vocación orgánica de servicio, la legislación que los regulan y su contribución fundamental para garantizar la seguridad del Estado. The priority objectives would be, therefore, to publicize the work of the intelligence services, their operation, the organic vocation of service, the legislation that regulates it, and its fundamental contribution to guaranteeing the security of the State. Sin embargo, la evidencia se ha concentrado en ciudades principales, que cuentan con gran cantidad de datos y mejores capacidades locales. El objetivo de esta investigación es presentar los resultados de un modelo de “machine learning” para predecir el delito en Bucaramanga, una ciudad intermedia de Colombia. Se utilizó el procesamiento de señales para grafos y una adaptación al caso del modelo de vectorización de texto TF-IDF. Se identificó que los mejores resultados en la predicción del crimen se dieron con modelos espaciales de grafos por semanas. Además, encontramos evidencia de que existen diversas dificultades de predicción, en dependencia de la periodicidad del modelo. La mejor opción posible (con los datos disponibles) es una periodicidad semanal. El mejor modelo encontrado es un KNN de clasificación, que alcanza un 59 % de exhaustividad(recall) y más de 60 % de exactitud (accuracy.). Concluimosque los modelos de predicción del delito constituyen una herramienta útil para construir estrategias de prevención en ciudades principales; sin embargo, existen limitaciones para su aplicación en ciudades intermedias, que cuentan con poca información. \u0000Abstract \u0000The use of technology to prevent and respond to citizen security challenges is increasingly frequent. However, empirical evidence has been concentrated in major cities with large amounts of data and local authorities' strong capacities. Therefore, this investigation aims to capture a series of policy recommendations based on a machine learning crime prediction model in an intermediate city in Colombia, Bucaramanga (department of Santander). The model used signal processing for graphs and an adaptation of the TF-IDF text vectorization model to the space-time case, for each of the cities’ neighborhoods. The results show that the best crime prediction outcomes were obtained when using the models with spatial relationships of graphs by weeks. Evidence of the difficulty in predictions based on the periodicity of the model is found. The best possible prediction (with available data) is weekly prediction. In addition, the best model found was a KNN classification model, reaching 59 % of recall and more than 60 % of accuracy. Este artículo explora algunos de los basamentos más importantes de la ausencia de la cultura de inteligencia, en un período significativo por la gravedad de los sucesos que ocurrieron en él, para determinar la existencia de bases normativas y su correcta aplicación en situaciones concretas. Se analizan dos de los aspectos más significativos de la cultura de inteligencia, revisando tanto la doctrina como las regulaciones, su aplicación e impacto: su función pública, íntimamente relacionada con la percepción de la utilidad y eficacia de sus servicios; y la asignación y el uso de gastos de presupuesto reservados. Finalmente, se presentan conclusiones y estrategias para la construcción de una cultura de inteligencia nacional, en el marco de un estado de derecho. \u0000Abstract \u0000Intelligence is an indispensable tool for making strategic decisions. However, it is not perceived as such by broad sectors of Argentinian society. This work explores some of the most important foundations of the absence of intelligence culture, in a relevant period due to several serious events, to determine the existence of normative bases and their correct application in specific situations. To this end, the most significant aspects of that vision are explored, delving into both the doctrine and the regulations, as well as their application and impact: its public function, closely related to the perception of the usefulness and effectiveness of its services; and the allocation and use of earmarked budget expenses. La investigación empírica tiene como objetivo entender el giro en la política comercial del gobierno ecuatoriano desde el contexto socioeconómico doméstico y global. Se combinan diferentes enfoques de la Economía Política Internacional Crítica (EPIC) con el concepto de estructura de oportunidades políticas para rastrear la influencia del movimiento antineoliberal ecuatoriano frente al ACM con la UE; este rastreo de procesos se fundamentó en más de 20 entrevistas cualitativas a actores relevantes y en una revisión profunda de fuentes secundarias. Se concluye que la estructura de oportunidades políticas del movimiento estudiado se deterioró durante el periodo de estudio; los discursos alternativos al libre comercio perdieron incidencia tanto en la sociedad civil como en la agenda política del gobierno de Rafael Correa. En ese contexto, la firma del ACM representa la inauguración de una nueva etapa de apertura comercial en Ecuador y, por ende, una derrota del movimiento antineoliberal del país. \u0000 \u0000Abstract \u0000The present article analyzes the political influence of the anti-neoliberal social movement in Ecuador in the face of the negotiation process of the Multipart Trade Agreement (MTA) with the European Union (EU), between 2006 and 2016. The empirical investigation pursues the goal of understanding the shift in trade policy of the Ecuadorian government through the socioeconomic context on the domestic and global level. Different approaches to Critical International Political Economy (CIPE) were combined with the concept of political opportunity structure in order to trace the influence of the Ecuadorian anti-neoliberal movement in the face of the MTA with the EU. This process tracing is based on more than 20 qualitative interviews with relevant actors and a profound review of secondary sources. The article concludes that the political opportunity structure of the investigated movement deteriorated during the period of study. The alternative discourses to free trade lost influence within civil society and within the policy agenda of Rafael Correa’s government. Con la finalidad de operacionalizar estos conceptos, se emplea el método descriptivo para evidenciar la importancia de la inteligencia en la conducción política y la formulación de estrategias que permitan disponer de un adecuado nivel de seguridad. Con esta visión, se pretende reflexionar sobre la necesidad de un alcance de seguridad global, pero sin dejar de lado la inteligencia vinculada al interés estatal. Se destaca la importancia de una cultura de inteligencia que considere conceptualmente la orientación política, pero que oriente su accionar a apoyar estrategias que generen un adecuado escenario de seguridad a escala estatal y global. \u0000Abstract \u0000This article not only describes the culture of intelligence as the way to provide adequate information for decision-making in a State but also analyzes how it should be considered in the processes to generate actions to improve security conditions. In order to operationalize these concepts, the descriptive method was used, to reflect on the importance of intelligence for political leadership and for the formulation of strategies that propitiate an adequate level of security. Within this vision, it is intended to reflect on the need for a global security scope, but without neglecting the intelligence associated with State interest. As an example of the aforementioned, the problem of drug trafficking in two countries of the Andean region, Colombia and Peru, is considered. Al comparar dos periodos que institucionalizaron fuertemente la función de inteligencia ecuatoriana, el objetivo es dar cuenta sistemáticamente de sus similitudes y diferencias. A través de una metodología de base comparativa, limitada por la clasificación de las fuentes primarias, característica del estudio de los sistemas de inteligencia, se trabaja desde una perspectiva institucionalista, que supera la esfera normativa e incluye el análisis de prácticas no declaradas. Se concluye que los periodos analizados coinciden en una fuerte capacidad de determinación de la agenda por parte del ejecutivo, que por distintos motivos se enfocó en enemigos internos. Además, bajo un marco legal incapaz de establecer controles horizontales a la actividad. Por otro lado, las diferencias encontradas residen en el aspecto económico y en el beneficiario directo de la agenda de trabajo. \u0000Abstract \u0000The following analysis describes and compares the structure and mainframe directions of the intelligence function in Ecuador during the presidential administrations of Leon Febres Cordero and Rafael Correa Delgado. By comparing these two periods that strongly institutionalized the Ecuadorian intelligence function, the objective is to systematically account for their similarities and differences. Through a comparative-based methodology, limited by the classification of primary sources, characteristic in the study of intelligence systems, an institutionalist perspective is used, which goes beyond the normative sphere, and includes the analysis of non-declared practices. It is concluded that those analyzed periods coincide in a strong ability to determine the agenda by the executive branch, that for different reasons focused on internal enemies. In addition, in a legal framework incapable of establishing horizontal controls on the activity. {"title":"From Offsetting to Emulation: A Neoclassical Realist Analysis of Russia’s Internal Balancing Strategies","authors":"Augusto C. Previous attempts at reforms in 1992, 1997, and 2003 did not result in fundamental transformations to the country’s military. Why was the 2008 military reform successful while others were not? This article uses the comparative-historical method to identify the causal mechanisms between Russia’s level of external threat, state capacity, and internal balancing strategies adopted since 1991. It advances Neoclassical Realism’s systemic and unit-level variables by building on the long-established contributions from Strategic Studies and Historical Sociology instead of relying on other International Relations theories. It concludes that the success of Russia’s military reforms in the post-Cold War period depended on the simultaneous existence of three conditions: the possibility of disrupting strategic stability, its ability to extract and mobilize societal resources, and the presence of some event of proven ineffectiveness. Under scenarios in which only one or two of these conditions were present, Russia carried out only partial military reforms. Sus principales víctimas son mujeres y niñas. El objetivo del artículo es presentar las estrategias de prevención frente a la trata de niñas, niños y adolescentes que se identifican en el accionar de las organizaciones de la sociedad civil en la región de Bogotá, Colombia. A partir de las técnicas de entrevista y encuesta, se consolida información en una matriz de Índice de Capacidades Organizacionales (ICO) y se hace una medición frente a las estrategias identificadas desde organizacionales nacionales e internacionales, y los desafíos que se desprenden para abordar el fenómeno. Se concluye que el desconocimiento de las formas en que opera el mercado de la trata de personas y la falta de estrategias que asuman los impactos de estas prácticas mercantiles y lucrativas dejan rezagadas a las organizaciones ante un delito que surge de las desigualdades socioeconómicas estructurales y que se transforma constantemente. \u0000 \u0000Abstract \u0000Human trafficking is a transnational crime that is mainly concentrated in the form of sexual exploitation. Most of the victims are women and girls. The objective of the article is to identify the prevention strategies against trafficking of children and adolescents identified in the actions of civil society organizations in the Bogotá region, Colombia. Based on the methods of the interview and the survey, with the consolidation of the information in an Organizational Capabilities Index matrix, a measurement is made, according to the strategies of national and international organizations, and the challenges for understanding the phenomenon.
