Based on a review of the literatures, we have found six dimensions of resilience. We will trace the ways in which New York City and New Orleans include these dimensions in their Resilience Planning efforts. To support new data-driven activities and innovations, the development of a national data infrastructure (NDI) is seen as key. The concept of NDI has entered governmental strategic discussions on data as an asset, the role of data infrastructures in innovation and economic activity, and the role of government therein. However, there is a gap between the ambitions as laid out in the strategies and the actual actions taken towards realizing them. To understand this gap and support NDI development, insight is needed in the components and processes of realizing NDI strategies. In this paper, we study NDI strategies 'in action' in the Netherlands and Switzerland using an analytical framework comprising strategies, stakeholders, design, components and governance. Special emphasis is put on the role of government in formulating and implementing strategies. Public administrations are increasing the availability of datasets for citizens, associations, innovators and other stakeholders, by releasing their data with open licenses. Open initiatives are achieving less success than expected, mainly due to the lack of engagement. There is a growing demand for approaches to actively engage citizens in exploiting Open Data. This paper introduces SPOD, a Social Platform for Open Data, which aims to engage citizens, local associations and organizations in forming communities of interests, stimulating the interpretation of Open Data and exploiting their use in Data-driven discussions, something not well-supported on traditional social networks. Social collaboration is the key aspect to increase the public value, where citizens participate in the discussions, co-create knowledge and data. {"title":"eGovernance and Online Service Delivery in Estonia","authors":"M. M. Despite this, research into the Estonian governance and inter-governmental cooperation model is limited, with most being 5-10 years old. In addition, recent literature reviews point to a limited understanding of technology use in public service delivery and the role played by governance, intergovernmental decision making and cooperation when introducing ICT solutions and online services to citizens. As part of a larger qualitative, multi-country comparison, this article analyses the Estonian approach to electronic governance (eGovernance) and inter-governmental cooperation. Initial findings highlight the strength of the Estonian tradition of politically driven and motivated public sector modernisation, a consensus seeking and inter-governmental approach to eGovernment, trust between actors, the role of informal networks and cooperation with the private sector. The Estonian case thus supports academic arguments in favour of a strong eGovernance model and a high level of inter-governmental cooperation and decision making. With the rise of malicious attacks that caused untold financial damage and substantial reputational damage, private-sector high-tech firms such as Google, Microsoft and Yahoo have adopted an innovative practice known as vulnerability reward program (VRP) or bug bounty program which crowdsources software bug detection from the cybersecurity community. In an alignment with the 2016 U.S. Cybersecurity National Action Plan, the Department of Defense adopted a pilot VRP in 2016. This paper examines the Pentagon's VRP and examines how it may fit with the national cybersecurity policy and the need for new and enhanced cybersecurity capability development. They erode the tax bases and reduce tax revenue, forcing the government to find other sources to finance their spending. The size of shadow economies is associated with a higher inflation rate, public debt, and unemployment, hence becoming a crucial problem to mitigate, especially in the developing countries. This paper aims to see a possible contribution of e-Government (eGov) implementation to reduce the shadow economy. If institutional and regulatory problems are addressed by introducing eGov, we can avoid predatory and obstructive regulations. This will lower compliance costs and the administrative burdens which have been addressed as among major factors affecting the shadow economy. We investigate this phenomenon on a panel of 128 countries during the period 2003-2013, where the data on shadow economy [1] and the eGov index [2] are both available. The analysis shows that the increasing eGov index significantly reduces the size of the shadow economy.
