Schad","doi":"10.14361/ZKMM-2019-0111","DOIUrl":"https://doi.org/10.14361/ZKMM-2019-0111","url":null,"abstract":"In den 1980er Jahren als akademisches Fach mit starken Bezügen zur Wirtschaftswissenschaft gegründet, hat sich die Kulturbetriebslehre Anfang der 2000er Jahre stärker mit ihren kulturtheoretischen Grundlagen auseinandergesetzt. Organisationstheoretische Bezüge blieben dabei tendenziell unterbelichtet. 2019 erscheint auch deshalb eine Aktualisierung der fachlichen Grundlagen höchst relevant. Werner Hasitschka, Wirtschaftswissenschaftler, Ordinarius für Kulturbetriebslehre am Institut für Kulturmanagement und Gender Studies (IKM) der Universität für Musik und darstellende Kunst Wien und von 2002 bis 2015 deren Rektor, widmet sich dieser Aufgabe und einer transdisziplinären Weiterentwicklung des Fachs. Hasitschkas Ziel ist es „eine komplexitätssensitive Theorie“ (S. 28) zum Kulturbetrieb zu entwerfen. Er nutzt hierzu das analytische Verfahren der Dialektik als Werkzeug, Methode und Struktur. Zunächst skizziert Hasitschka in Kapitel zwei den Zugang einer Kulturalistischen Erkenntnistheorie (KET). In Kapitel drei und vier stellt er dann ein breites Spektrum verschiedener Kulturund Organisationstheorien vor. Die Pluralität der Ansätze zeichnet auch Kapitel fünf „Organisation und Kultur: Differenz der Rationalitäten“ aus. Es bildet eine Brücke zum Pendant zur KET, seinem Entwurf einer Kulturalistischen Handlungstheorie (KHT) in Kapitel sechs. Mit starken Bezügen zum Interaktionismus werden in Kapitel sieben Konflikte als spezifische Ausprägungen von Interaktionen beschrieben. Hasitschka identifiziert hier die wesentlichen Konfliktfelder im Kulturbetrieb vor dem Hintergrund seiner jahrelangen praktischen Erfahrung als Leiter eines großen Musikuniversitätsund Kulturbetriebs und benennt grundsätzliche Modi zur Konfliktbewältigung (Neutralisierung) oder -lösung (Dialog, Macht oder Markt) (S. 159). Kapitel acht nimmt die Dialektik des Kulturbetriebs nochmals explizit auf, um Kultur und Organisation als Einheit und Differenz sichtbar zu machen. Anhand dreier Fallbeispiele aus dem Universitätsbetrieb, dem kirchlichen Kulturbetrieb des Bistums Trier sowie einer Situation bei den Salzburger Festspielen führt er aus, wie die Dialektik auf spezifische Situationen methodisch angewendet werden kann, um Handelnde und komplexe Logiken und Rationalitäten in ihrer Wechselund Konfliktwirkung zu verstehen. {"title":"Imposed leadership in UK funded theatre and the implications for risk and innovation","authors":"A. It argues that in satisfying the demands of risk-averse public management, arts policy bodies implicitly and explicitly impose the role of sectoral leader on the heads of largest best-funded cultural organisations. As a result, opportunities for alternate forms of leadership to emerge outside organisations are restricted. It renders organisational leaders in conflicting obligations to multiple stakeholders – their funders, their organisations and their sector – and exposes implicit perceptions of value. Finally, in reinforcing existing organisational structures, imposed leadership inhibits the risk-taking and innovation these same arts policy bodies promote in their strategies. This prevents the emergence of more transgressive forms of leadership and innovative cultural production and affects the ability of artists to be perceived as leaders. Consequently, artists’ sectoral and policy influence is diminished and their precarity and inequality reinforced at a structural level. While SD bias, which can affect the validity of empirical studies, has received considerable attention in psychological research, it has yet to be examined in the context of the fine and performing arts. This study is among the first to provide empirical evidence for high trait desirability (TD) in the cultural sector and a resultant SD bias. It shows that due to SD bias, audiences in the cultural sector are more likely to give misleading positive feedback. It is therefore incumbent on researchers in the cultural sector to integrate an awareness of and possibilities for mitigating SD bias at all stages of their studies. This article explains that the rationale behind this impact research has been biased towards economic appraisals, and it advocates bringing social and intangible dimensions, beyond the tangible and monetary ones, into the debate. This change can highlight the mechanisms through which culture and the arts can enrich societies and individuals. In doing this, and on the basis of a literature review, the article presents the current practices in social impact assessments of cultural activities, by describing the type of documents identified, the project beneficiaries and providers, the contexts in which assessments take place, the cultural inputs and artistic forms that drive the potential effects, the main impact areas covered by the studies, the time frame for the impact analyses and the methodological approaches. Zembylas geht also von einem Zusammenhang zwischen sozioökonomischer Situation und Kulturbesuch aus. Silke Helfrich sieht dagegen ökonomische Sorglosigkeit als Bedingung für Kreativität und proklamiert in diesem Kontext die Idee des „bedingungslosen Grundeinkommens“ (S. 29). Konrad Paul Liessmann widerspricht dem Konnex zwischen Kapitalbesitz und Kultur: Für ihn ist ein anregungsreiches Elternhaus, das zu kultureller Auseinandersetzung inspiriert, die Grundbedingung für kulturellen Enthusiasmus. „Kultur für alle“ müsse demnach dafür sorgen, diese Voraussetzungen allen Kindern und Jugendlichen zu ermöglichen. Stattdessen wirke der „Kulturvermittlungs-Boom“ immer häufiger als Kompensation für Versäumnisse der Bildungsund Sozialpolitik (S. 73). Insgesamt eignet sich der Interviewband für Kulturpolitiker, kulturell Verantwortliche oder kulturinteressierte Laien, die ihre eigene Position kritisch reflektieren und sich für den fachlichen Diskurs wappnen möchten.
