When a patient's condition is in an emergency and is exposed to a disease that requires special treatment such as isolation, prompt and precise medical action is needed. However, the patient's family should be the representative of the patient to obtain consent, but the patient's family refused the medical treatment so that informed consent was not implemented in the therapeutic agreement. The problem in this research is what is the criminal liability for the families of patients who refuse medical action in the case of Covid-19? The research method used is normative juridical using secondary data and analyzed using qualitative methods. The results of the study show that the criminal responsibility for the family of patients who refuse medical action in the Covid-19 case is imprisonment and fines. These sanctions are not regulated in Law Number 29 of 2004 concerning Medical Practice but are strictly regulated in Article 14 of Law Number 4 of 1984 concerning Infectious Disease Outbreaks and Article 93 of Law Number 6 of 2018 concerning Health Quarantine. By not entering the Regulation of ministers / institutions in the type and hierarchy of legislation based on Article 7 paragraph (1) of Law No. 12 of 2011 on the Establishment of Legislation, so that the harmonization is not coordinated by the Ministry of Law and Human Rights but by ministries / institutions. Towards the era of society 5.0 all institutional elements must prepare themselves for tighter competition due to the absence of barriers between countries in interacting and the ease of conducting cooperation between countries. The Ministry of Maritime Affairs and Fisheries as a state institution authorized to manage fisheries and marine resources must be able to improve the management of fisheries resources, one of which is by applying the principles in sustainable development goals. By conducting partnerships between the government and the private sector, the government with NGOs and the government and public actors will result in sustainable management of fisheries and marine resources. The methodology in this study is a qualitative study using interviews and FGD with experts as primary data and literature material such as policy documents, conference results as secondary data. In managing fisheries and marine resources needing collaborative management and sustainable management, he proposes five factors to explain the promising development of collaborative governance for sustainable development in Indonesia: political leadership, discourse, domestic expertise, institutional density and international cooperation. Violent treatment of children can have an impact on children's behavior and result in mental disorders in children. Good children's experiences as well as bad experiences will be recorded in the child's subconscious and will be carried over to adulthood and even throughout his life. If this happens, it will become a chain and culture of violence. During the Covid-19 pandemic, the number of cases of violence against children in Indonesia has increased. Learning from home and working from home make the intensity of the interaction between children and their families tighter. Life pressures, dullness, and boredom experienced by both children and parents are vulnerable to creating conflicts that lead to violence. In the end, the child as the weaker person is in the position of being victimized. By using a descriptive-analytic method, this research presents data and explanations by the reality of existing phenomena. Data collection was carried out by reviewing the literature and reviewing literature data related to legal protection for children.
