For this, it is necessary to have in-depth knowledge about the business, the market and predict situations, for an effective decision-making. According to the contingency theory, based on the principle that in organizations everything is relative, the external factor entails several uncertainties. Currently, it is precisely the external environment that poses the greatest threat, where organizations were surprised by the crisis caused by the COVID19 pandemic. The aim of this study was to analyze how micro and small businesses were impacted by COVID-19. The research is characterized as qualitative and exploratory-descriptive, and the data collected in an analysis of documents from SEBRAE/RS, information from a survey between the months of June and August 2020. The presidents of the Commercial Associations of Caçapava do Sul and Rosário do Sul were also interviewed, to interrelate with the reality of managers. From the document analysis and the interview, it was found that the managers of the surveyed MSEs do not have adequate financial planning, the totality does not make reserves for contingencies, showing that they work within the financial limit. The methodology used employed a quantitative-qualitative approach and, regarding its objectives, it is classified as exploratory and used a scenariobased model proposed by Longeneker et al. (2006). Data was collected voluntarily by filling out an online questionnaire with 16 questions. Each question describes a hypothetical scenario about ethical behavior and compliance. The answers were organized according to a Likert scale. The questionnaire link was sent to 39 managers, clients of an accounting firm in the city, and 12 questionnaires were returned. The obtained results suggest that infringement of certain aspects of compliance, such as disrespect for environmental management, the predominance of individual interests over the corporate ones, and concealment of relevant information from customers/associates, had a high rejection rate. However, in other situations, the respondents did not realize that ethics is fundamental to achieve a position of stability in the market e to ensure ethical behavior. It can contribute to making their businesses viable.
