{"title":"A Case Study of Digital Transformation of Danish Public Services: Actors and Policies","authors":"Ada Scupola","doi":"10.1109/PCTDDE.2018.8624818","DOIUrl":"https://doi.org/10.1109/PCTDDE.2018.8624818","url":null,"abstract":"This paper investigates the policies and actors that have contributed to achieving the digital transformation in Danish public administration as it is reflected by the current 2018 DESI index (European Commission, 2018). The study is part of a European Horizon 2020 project entitled Co-Val (Understanding value co-creation in public services for transforming European public administrations) and reports some partial results of WP3 on digital transformation in European public administrations (http://www.co-val.eu/)1. The study uses a qualitative methodology in the form of case study (Yin, 2009). In particular, a longitudinal case study and process tracing methodology is used to identify the key factors. The data are secondary data consisting of digital transformation strategies, policies and related documents and press releases retrieved on official governmental websites. It includes offering and renting of unused resources, bike and car pools, car rental, co-working spaces, second hand, and recycling. The objective of the study is to identify and describe requirements and features for an open two sided service platform for sharing services. The data set includes more than 30 sharing economy services and initiatives in Sweden. Primary data is collected from around 20 persons representing cities, local communities, providers of sharing services, technology providers and start-ups. We have also interviewed a few users of sharing services, car pools, bike pools, and coworking spaces in order to get some insight about user experience.. The sharing service should typically consider temporary use of idle capacity, usage of a platform enabling sharing and transaction between any persons in an open setting. We consider sharing of both goods and services. It argues that situated context of use should be an important contributor to the design of machine learning applications in radiology. The article shows how radiologists see their professional practice as utilizing a wider range of expert knowledge than many existing studies on machine learning in radiology allow for. The article describes a case study drawn from radiology practice in a major Danish hospital and discusses a widely cited study on machine learning in radiological work. The study connects current understandings of appropriate metrics used by machine learning researchers with professional radiologists' understanding of their diagnostic work. The study is supported by qualitative and quantitative empirical data. The quantitative empirical data include 60 interviews with international companies operating in the Baltic Sea Region. The research is made as a part of the WP3 of an EU funded Interreg project DIGINNO. Empirical data for the qualitative study was elicited from the Danish/German Cross-Border service, The Region Sønderjylland- Schleswig and the Danish/Swedish cross border service, Øresunddirekt. The findings of the first study points to language, online identification/authentication, document recognition and national regulations as the major barriers. The second study points to the lack of institutional legitimacy for the internationalization of EU G2B services as a barrier to G2B cross border service delivery between the member states.
