The methodology used in this research is a qualitative method with descriptive statistics on secondary data from 151 literature studies related to zakat regulation published and available on Dimensions.ai over a period of 7 years (2017-2023). The data analysis techniques used are meta-analysis and sentiment analysis which are processed using Microsoft Excel 2019 and SentiStrength software. Then, to reveal this problem in depth and comprehensively, a Systematic Literature Review (SLR) study was also carried out. The research results show that the publication of scientific literature regarding zakat regulation in Indonesia continues to increase every year, indicating that this field is quite interesting to discuss for researchers and has extensive research space and continues to develop. This study can be used as a reference in identifying influential authors, articles and journals so that future researchers will find it easier to find references that have a big influence on the development of literature on zakat regulation in Indonesia. This study used seven expert respondents representing academics, practitioners and regulators who were asked to assess the problems and solutions for the use of productive waqf as a medium for food security in Indonesia. Based on the opinion of respondents, the biggest problem in the use of productive waqf as a medium for food security in Indonesia is the lack of socialization to the public regarding productive waqf as a medium for food security. The priority solutions in this research are waqf institutions and the government need to collaborate in implementing productive waqf utilization as a medium for food security in Indonesia. Furthermore, in general the aspect that is considered the most problematic is the government aspect, while the priority for solutions is the institutional aspect. Beside that, the development of waqf in Indonesia has potential and contributes to addressing various socio-economic problems, including the provision of clean water and proper sanitation infrastructures. Salman Waqf Institution is one of the Waqf Institutions that is committed to overcome clean water and sanitation problems, both in Bandung city and other areas. This study aims to describe the form of waqf implementation in the provision of Clean Water and Proper Sanitation at Salman Waqf Institution and to review the SDGs-6 indicator targets from this implementation practice. This study used a qualitative method of field research with the case study of waqf institutions. Then analyzed descriptively using the Miles and Huberman models with the help of the NVivo 12 application. The results showed that there were several forms of implementation of waqf in support of SDGs-6, (1) Drinking Water Machines, (2) Drilling Wells (3) Toilet Washing Facilities (MCK), and (4) Piping. Then, it was also support for the global target 6.1 through the Ready-to-Drink Water Machine program, as well as the global target 6.2 through the MCK supply program, Clean Healthy Habits (PHBS) socialization, and providing convenience to vulnerable communities in accessing proper hygiene sanitation. This study used a qualitative approach that began with a literature study to get research direction and then continued with FGD activities with (1) takmir or administrator of the mosque from the Indonesian Mosque Council or Dewan Masjid Indonesia (DMI), (2) managers of the Amil Zakat Infaq and Sadaqah Insititute or Lembaga Amal, Zakat, Infaq, dan Sedekah (LAZIS), (3) religious leaders or ulama, and (4) academician (who have expertise in Islamic economics and finance, management, and information technology). Based on the study, a model that optimally empowers mosque-based communities (to help solve poverty problems in society around the mosque), it is necessary to have integrated the mosque involvement from many parties such as government, DMI, Aghniya, LAZIS, religious leaders, universities, and mosque. This research makes a valuable contribution by employing a holistic and integrated approach to address poverty-related issues while simultaneously strengthening the role of mosques as productive empowerment centres. The waqf core principle (WCP) is a starting point as a framework and best practice standard for waqf-based governance. The waqf core principle is intended to improve the quality of waqf students by identifying these weaknesses in supervision and regulation. This study tries to prioritize the WCP principles and also the important criteria from each level using the Analytica Hierarchy Process (AHP). There are five core principles in this WCP, which consist of: the legal basis, waqf supervision, good, and correct Nazir governance, risk management, and the application of sharia principles in governance. Of these principles, the main priority is the application of sharia principles in waqf governance. The effectiveness and efficiency of waqf asset management is crucial so that progress can be measured. This study aims to evaluate the efficiency of waqf institutions in Indonesia during the 2015-2021 period using the non-parametric Data Envelopment Analysis (DEA) approach. The research object includes six waqf institutions in Indonesia, with data obtained from the annual reports of each institution. The results show that during the observation period, no waqf institution has managed to achieve the optimum efficiency score. In addition, the efficiency trend of waqf institutions shows a downward trend, especially during the Covid-19 pandemic. Through potential improvement analysis, this study succeeded in identifying the main factors causing the inefficiency of waqf institutions. This research uses various scientific journals as data sources. By using keywords to find publications in the Dimensions database with the phrase \"Maqasid Zakat\". There are 132 journal articles from that have been published which is in line with the topic. Trends in publication development were used to analyze information relating to the study's subject using the bibliometric-displaying software VOSviewer by using meta-analysis technique. From the bibliometric authors mapping the author who did the most publications related to the theme \"Maqasid Zakat\" was Ab Rahman, Azman. There are several keywords that are classified into four clusters. In the first cluster there are 12 words that can be grouped into the theme \"Sustainable Development and Poverty Alleviation\".  In the second cluster there are 11 words that are grouped into the theme \"The Use of Zakat to Achieve Maqasid Sharia Objectives\". The third cluster has 8 words related to the theme \"Islamic Law and The Obligations of Muslims\". Waqf institutions play an important role in actualizing the SDGs targets including point 16 which is peace, justice and strong institutions. This study aims to design and propose a waqf model for SDGs point 16 peace, justice, and strong institutions in the world by combining the concept of waqf with the activities of related institutions. This research proposes that the best waqf-SDGs model for point 16 is the integrated Waqf & ZIS model. This model is a type of waqf that is social in nature, where waqf is collaborated with ZIS instruments. So that the utilization of this instrument is suitable for social purposes. There are two things that are calculated in Malmquist index measurement that is catch-up effect and frontier shift effect. Findings from the results are very interesting. The average value of the overall efficiency of Takaful industry in Indonesia is relatively medium at 77.8%, while the mean standard deviation is 0.17. This indicates the enough good performance of Takaful industry in Indonesia. In general, there has been an increase in the level of productivity of Takaful institutions in Indonesia in the period 2016 to 2018, even though its very small. The increase in productivity growth (1.076) of Takaful institutions in Indonesia is generally caused by technological change (1.078) instead of changes in efficiency (0.998). Thus the service of Takaful institutions is needed which is more innovative in relation to the development of technology in the future.

The research objects used were 21 zakat institutions in Indonesia. The data from this research comes from the annual financial reports of each institution for the 2016-2022 period. The input variables in this research are employee costs, operational costs and total assets. And the output variable is the collection and distribution of zakat. The results of this research explain that during the 2016-2022 period, the level of efficiency of zakat institutions in Indonesia has a fluctuating trend from year to year and tends to increase. Based on the average efficiency score, it can be concluded that no zakat institution in Indonesia has reached the maximum level of efficiency. Furthermore, the Covid-19 pandemic has an impact on the efficiency level of Zakat Institutions. Then, the potential improvement analysis shows that the collection and distribution of zakat is the variable that causes the biggest inefficiency in zakat institutions.
