It is argued here that the hostility toward the former colonial power, observable for several years in most French-speaking countries on the continent, is the consequence of half a century of neocolonial domination, arrogance, and indifference. The criticism is directed at France for its support for despotic regimes, its continual military interventions, and the maintenance of its monetary supervision through the CFA franc. Long suppressed, these critical voices are now determined to be heard. A new generation of activists using social media has broken through the communication monopolies and appealed to the growing population of youth that sees no future other than through a second independence. The challenge will be to steer this movement toward a project of social transformation in the service of the people.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"78 1","pages":"218 - 237"},"PeriodicalIF":0.0,"publicationDate":"2024-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141389469","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This part treats the development and trajectory of anticolonial nationalism, focusing on the post-1970s period in the Gaza Strip. It treats the growth and development of the main armed factions in the Strip, Hamas, and Islamic Jihad, and then discusses Israeli policies toward Palestine, broadly, and the Gaza Strip, in particular. It analyses the closure policy post-2006 and the growth of armed organizing and capacity. It then discusses the regional dimensions. It finally engages with different explanations for US policy toward Palestine, discussing the “Israel Lobby” thesis in its various iterations. It concludes with some reflections on contemporary exile organizing and intellectual production.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"18 1","pages":"187 - 217"},"PeriodicalIF":0.0,"publicationDate":"2024-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141404756","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

For India, there is strong evidence to suggest that the employment elasticity of output has declined in most sectors during much of the so-called reform period. Furthermore, the transfer of agricultural workers to non-agricultural sectors has been largely driven by distress—particularly those of the self-employed, who still account for a lion’s share of employment in the country. This article engages with some of the crucial issues pertaining to the conceptualization of rural “diversification”, situating the increasingly complex rural–urban circuits within the larger architecture of contemporary capitalism. A large proportion of the total workers, especially in the global South, are caught in these circuits as proto- or semi-proletariats, often perambulating ceaselessly between rural and urban. Through the lens of the Marxian political economy, this article highlights some of the relevant tendencies and changes connected with contemporary circuits of accumulation and the associated patterns of rural diversification with a special focus on the last two decades.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"35 ","pages":"399 - 430"},"PeriodicalIF":0.0,"publicationDate":"2023-11-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139245876","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Moura’s primordial contribution was to identify the nature of the capitalist mode of production in Brazil that combined slavery and the elaboration of a particular ideology of racism in the transition to wage labor. Moura identified the conservative character of the Brazilian bourgeoisie that had been forged in the colonial path and which, after the abolition of slavery, articulated and implemented an Aryanization policy, with far-reaching consequences for the evolution of the Brazilian social formation in the twentieth century. Moura provided rigorous critiques of the ideologues of the Brazilian bourgeoisie, at the same time as he illuminated the struggles of the descendants of African slaves at the margins of a developing capitalist economy. His contributions remain fundamental to the analysis of the contemporary Brazilian reality.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"31 49","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-11-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134954113","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although agricultural price policy in India is largely focused on declaring minimum support price (MSP), for select crops at all Indian levels the price for any crop has hardly been unique for the country. In this context, the paper tries to understand how far prices of paddy have been different across states. To what extent such price policies, primarily the public procurement system, are instrumental in the determination of actual price differentials realized by farmers across states. The paper draws its analysis from unit-level data of the 77th round of the National Sample Survey on the situation assessment of farmers (2018–2019). The paper evaluates some of the possible factors such as government procurements of paddy, land ownership patterns, percentage of farmers selling in the regulated markets, among others, in the context of price determination of paddy. The paper also seeks the link between local market price and average price in the regulated markets in different states.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132948268","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It provides a case study based on primary data collected through key informant interviews as well as secondary data. The article argues that contemporary mango fruit farming remains within the conventional labor dynamics inherited from historical capitalist domination and exploitation. The drive for transformative development has favored orchard owners and financiers leaving aside laborers’ well-being, welfare, and safety nets. Moreover, the ideological normalization of laborers’ dire conditions has led to acceptance of whatever conditions are allowed by powerful actors. The plight of laborers in the mango fruit industry remains a relevant and continuing struggle that requires relentless advocacy.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"5 4","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"120928667","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using the household-level Situation Assessment Survey, published by the National Statistical Office (NSO), this study inspects the effectiveness, accessibility, and feasibility of price policy mechanisms in India. It is found that farmers’ income in India has been increasing at a slower rate and the share of income from crop cultivation has been declining over the years. However, farmers who have received the benefits of minimum support price (MSP) and procurement mechanism, reported having a better income as compared to farmers who sell to the local market right after harvest. Indian agriculture is dominated by small and marginal farmers operating on less than two hectares of land. They are more vulnerable to shocks, such as climate change, price crashes, and post-harvest loss. This study critically evaluates the operation of price policy with special reference to the landholding classes of the farmers. It finds that MSP played an important role in keeping the market prices high and ensuring a better return. However, the reach of MSP has been limited to a few crops and in selected states.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"78 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117204863","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Under neoliberal globalization, US foreign policy has positioned itself as a political instrument of hegemonic preservation in the face of the struggle for an ascending multipolar global order. With the arrival of Joe Biden to the presidency of the United States, this policy has represented a departure from the isolationist policy of Donald Trump, but it unfolds as a renewed version of “Cold War” politics, that is, an aggressive multilateralism and a “reloaded” imperialism, which far from advancing towards a multipolar order excludes and sanctions countries considered enemies of the United States and branded as authoritarian, non-democratic, or populist. The list is long and begins with China, which is defined as the strategic adversary of the United States in the twenty-first century.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130202117","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Tribal farmers are among the most neglected in policymaking as well as in the larger capitalist framework of development. Watershed development might play a transformative role in reducing the burden of tribal farmers in Odisha. However, it is yet to gain traction in policymaking circles. Increasing the level of production and productivity are two major dimensions of watershed development, along with the conservation of land and water resources. This study is an attempt to examine the impact of watershed development on the shift toward productivity and income-enhancing cropping patterns. We have collected data among 160 farmers from four watershed development areas of Koraput and Mayurbhanj districts of Odisha, where the tribal population is a significant portion of the overall demographic composition, using a multistage sampling technique. Descriptive statistics and paired t-test have been used in the study as statistical tools.","PeriodicalId":398756,"journal":{"name":"Agrarian South: Journal of Political Economy","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117043803","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is the result of our ongoing efforts to provide a platform for research produced by young and veteran scholars, especially in the South, on the grave ecological challenges of our times. Some of the articles and ideas appearing here were first presented at our annual Summer School in 2022, co-organized by the Sam Moyo African Institute for Agrarian Studies and the Agrarian South Network. Other papers were received subsequently. Our full editorial statement for the double special issue appeared in Part I (Vol. 12, No. 1, 2023). Since then, the Sixth Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC) was published, integrating the findings of working groups and special reports released by IPCC since 2015. The report confirmed that the planet is 1.1°C warmer compared to pre-industrial levels and that the world is not on track to limit global warming to 1.5°C, or even to 2°C. The impacts on health, food security, water supply, and biodiversity will thus be grave, especially for the most vulnerable workers and peasants in the world’s growing labor reserves concentrated in the peripheries of the system.
