To increase existing competitive advantages and gaining the most added value for Afghanistan requires suitable locations. In this paper, six cases as criteria and nineteen cases as sub-criteria that have a greater impact on the construction of iron and steel industries, selected after interviews with experts. The questionnaires have been arranged and distributed by google-forms and interviews have been conducted with experts. The weights of the criteria and sub-criteria were calculated based on the results of the questionnaires and using the FAHP. Then by using the FTOPSIS, the plans are ranked based on the similarity index. The research was guided by the following specific objectives: to evaluate the effect of project control tools on the performance of Green Amayaga climate change project, to assess the effect of project performance reporting on the performance of Green Amayaga climate change project and to determine the effect of project results evaluation on the performance of Green Amayaga climate change project. Three theories identified in this research include goal setting theory, theory of change and evaluation theory of tree. Furthermore, the research design used both descriptive and correlation analyses. The target population was made up of 143 people while the sample size is 106 selected using simple random sampling technique and quota sampling including the beneficiaries of Green Amayaga Project. Primary data was collected using questionnaires and interview guide. The findings revealed a strong relationship between project control tools and project performance as reported by the Pearson correlation (r=0.735, p<0.05). The findings on objective two (r=0.604, p<0.05) indicates positive and significant relationship with project performance. The findings based on the third objective reported a moderate positive relationship (r=0.504, p<0.000) between project result evaluation and project performance. The regression analysis reported R2=0.810 showing that 81% of the project performance is due to the influence of the use of project M&E tools such as project control tools, project performance reporting and project result evaluation. The researcher recommends that the project managers in community-based projects such as the Green Amayaga should use the M&E tools to ensure such projects achieve their development objectives within their budget, timeframe, and scope. The researcher also recommends that progressive reporting should be adopted in order to continuously furnish the donors and other stakeholders with relevant information for decision making.\u0000KEY WORDS: Monitoring and Evaluation, M&E Tools, Climate change adaptation, Project Performance, Rwanda

Tax elasticity measures how much tax revenue changes when national income shifts, showing how flexible the tax system is naturally, without deliberate policy changes. This flexibility helps stabilize revenue, reducing the need for constant tweaking of tax policies.\u0000On the other hand, tax buoyancy reflects how tax revenue responds to economic shifts and intentional changes in tax policies. It acts like a gauge, indicating how effectively taxes adjust to economic ups and downs and how well policy decisions influence revenue. Low buoyancy suggests that there might be flaws in the tax system, prompting policymakers to rethink and improve tax strategies to better fit economic realities.\u0000For a country like India, where tax revenues are essential for financing public spending, understanding these metrics is critical. The buoyancy coefficient compares the growth of actual tax revenue to national income growth, providing insights into how successful fiscal policies are in boosting tax revenues. Meanwhile, the elasticity coefficient shows how responsive the tax system is to changes in national income, revealing its potential to generate more revenue as the economy grows. Analyzing these metrics gives policymakers a detailed view of fiscal sustainability and economic stability. It helps them make informed decisions when designing tax policies, ensuring that the government can maximize revenue while allowing the tax system to adapt smoothly to economic changes. A balanced approach that considers both elasticity and buoyancy is key for India's fiscal strategy, ensuring a well-coordinated financial performance that aligns with national economic goals.\u0000KEYWORDS :- Tax Buoyancy, Tax Elasticity, Fiscal Policy, Tax Revenue, NITI Aayog, RBI (Reserve Bank of India), VAT (Value Added Tax), GST (Goods and Services Tax).

To achieve this, both primary and secondary data sources were utilized. Primary data were collected by conducting a survey using a simple random sampling technique, targeting a specific population sample. This survey was carried out using a structured questionnaire, which successfully gathered 116 valid responses. These responses were subsequently analyzed using both descriptive and inferential statistical methods. In addition to primary data, secondary data were also utilized in this study. This involved a comprehensive review of existing literature and previous research on green marketing strategies. The findings from this study indicate that green marketing strategies have a partial influence on consumer buying decisions. Based on these results, the study recommends that marketers should enhance their marketing tactics by employing all the selected six green marketing strategies in an integrated manner to achieve the best possible outcomes for consumers. Furthermore, the study suggests that future research should delve deeper into the relationships identified in this work. It should also investigate potential mediating and moderating factors affecting these relationships. This expanded scope would provide a more comprehensive understanding of the dynamics at play.
