New State Zones of Health Care Service in China's Far West.","authors":"Sascha Klotzbücher, Peter Lässig, Qin Jiangmei, Rui Dongsheng, Susanne Weigelin-Schwiedrzik","doi":"10.20446/jep-2414-3197-28-1-58","DOIUrl":"10.20446/jep-2414-3197-28-1-58","url":null,"abstract":"<p><p>Using James Scott's (2009) theoretical framework of the interaction between the state and peripheral people, we argue that the welfare state should be regarded as a <i>pull-factor</i> in the context of the state's endeavours to project its power to distant peoples in assigned state zones. Our discussion is based on interviews in Xinyuan County in the Western part of the Xinjiang Uyghur Autonomous Region, China. Presenting current policies and alternative policy options discussed at the local level for providing primary health care in rural China, we argue that decisions made in the implementation process did not respond to the special health needs of mobile pastoralists in the high plains, but were part of the central state logic of homogenising settlement efforts and health care. Der theoretische Ansatz von James Scott zu Expansion von staatlicher Ordnung auf periphere Randgebiete wird auf den Aufbau von Wohlfahrts- und Gesundheitspolitik des modernen Staates angewendet und weiterentwickelt. Anhand mehrjähriger Feldstudien zwischen 2005 und 2009 zur Gesundheitsversorgungsstruktur im Kreis Xinyuan der Autonomen Uighurischen Region Xinjiang in der Volksrepublik China werden zuerst die nationalen Restrukturierungsmaßnahmen vorgestellt und Lösungen für eine bessere Versorgung der halbnomadisierenden kasachischen Hirtenfamilien diskutiert. Lokal entwickelte und an die nomadischen Lebensformen angepasste mobile Lösungen zur Gesundheitsfürsorge konnten nicht implementiert werden. These methods were tested by constructing mutations in genes suspected to be involved with plant interactions. The virulence of the hrpG and hrcC mutant strains (both gene products presumed to be involved in protein secretion) was greatly reduced on leaves of semitolerant African violet varieties. An hrpN mutant strain produced delayed symptoms on African violet leaves and an hrpN delta pel (delta pel = five major pectate lyase genes deleted) double mutant was nonpathogenic. The hrcC and hrpG mutants did not produce a rapid hypersensitive response (HR) in tobacco, unlike the wild-type bacterium, and the hrpN mutant gave a reduced HR. The results, therefore, establish the importance of hrp genes in the virulence of E. chrysanthemi and their ability to elicit HR on nonhosts. Major eras of economic growth and economic devolution are represented by Census data for 1982 and 1990. Through these, individual labor force experiences of migrants and stayers, and gender differentials within each group, are considered. Uprooting of people persists forty to fifty years after events initiating its occurrence, and differentially impacts each population group. Gender differentials are noticeably significant among occupational sectors of employment, less so for economic sectors.
