Key frame extraction plays an important role in content-based video stream analysis, retrieval and inquiry. In order to extract key frame efficiently from different type of videos, in this paper we propose an improved hierarchical clustering algorithm that combing K-means algorithm. The improved hierarchical clustering algorithm is used to obtain an initial clustering result. And K-means is conducted to optimize the initial clustering result and obtain the final clustering result. Finally, the center frame of each clustering is extracted as key frame. Experimental results show that compared with other existing methods, the representations of key frame extracted by our algorithm are better in expressing the primary content of video.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131130861","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The relationship among fuzzy T-type filters, fuzzy q-filters and fuzzy associative filters are discussed, the following results are proved: (1) every fuzzy q-filter of a pseudo-BCI algebra X is a fuzzy T-type filter of X; (2) a fuzzy filter of a pseudo-BCI algebra X is a fuzzy associative filter of X if and only if it is both a fuzzy T-type filter and a fuzzy p-filter of X. For a fuzzy T-type filter to be a fuzzy q-filter, necessary and sufficient conditions are given. Fractional-N frequency synthesizers have many advantages over their conventional counterparts, integer-N synthesizers. These include, among others, high frequency resolution, fast channel switching speed, low in-band phase noise, less stringent phase noise requirement on the external VCOs, permitting direct digital modulation. Verilog is adopted in this study for describing MASH 1-1-1. Simulations by Xilinx and Simulink and measurements with oscilloscope and logic analyzer are performed to verify our discussion and the results are pretty matched.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128649139","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The nearest neighbor based method and the latent factor based model are two widely used collaborative filtering methods. In order to benefit from both approaches, some researchers have proposed strategies to combine them, and the combinations have been shown to obtain more accurate results, especially during the Netflix competition. However, the unified scheme, which uses the neighborhood information to correct the learnt latent factors, is not well researched. In this paper, we generalize a novel unified scheme by correcting the latent features of users and items with the neighborhood information to boost the recommendations. We further elaborate several state-of-the-art latent factor models and some relationship integrating strategies into the proposed scheme. Finally, we conduct several series of experiments to compare the performance of different methods and latent factor based models within the unified scheme, and conclude with some suggestions in deploying the recommender systems.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121827714","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Condition-based maintenance has become an inevitable trend of maintenance system reform. Firstly, after analyzing the operation characteristics and the running state data of protection systems, especially the guard interval is taken as a unit and the states of protection device and the secondary loop are taken into consideration respectively, an integrated state index system of protection system is proposed in the paper. Then the state evaluation model of protection system based on multistage fuzzy comprehensive evaluation is built. By the model, raw data could be analyzed, the state could be evaluated and the state maintenance strategy could be given as the output of the model. The state assessments of protection systems, devices and secondary loops are integrated in the paper. It is helpful to reduce the workload and improve the efficiency. Moreover the state of relays could be evaluated effectively. The maintenance suggestions are presented finally. It is of great significance to the realization of condition-based maintenance of protection systems.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"9 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128012185","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, with available funds becoming limited and number of `fragile states' increasing, competition for such assistances have also become intense. To select countries for the fragile states support facility, a number of unquantifiable criteria are used by the African and Asian Development banks to select countries eligible for such supports. This paper uses fuzzy TOPSIS to provide an alternative to the African Development Bank (AfDB) selection method to choose deserving countries for the fragile states support facility. A numerical example based on pre-defined triangular fuzzy numbers (TFN) is used to demonstrate how selection and rankings of such countries can be carried out. The proposed method can deepen transparency and fairness in the way the bank selects countries for the support facility.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"72 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122482955","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This scheme is on the use of thermal energy storage capacity in thermostatically controlled loads (TCLs) considering consumers' thermal comfort. A fuzzy algorithm is applied to the evaluation of consumers' comfort level, in which temperature and relative humidity of the conditioned space are involved. The fuzzy rule is embedded into the frequency control loop of TCLs. The mismatch between generation and load is represented by the system frequency deviation that is measured locally. For the aggregation of decentralized loads response, Monte-Carlo sampling is conducted to address the randomness of model parameters. Case studies show that the proposed scheme can mitigate frequency deviation caused by generation-load imbalance. The frequency can be also restored to a reasonable level within a short time without compromising consumers' comfort.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"39 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115203814","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Image classification is one of the most important tasks that must be dealt with in image DB as an intermediate stage prior to further image retrieval. The issue we address is an evolution from the simplest to more complicated classifiers. Firstly, there is the most intuitive one based on a comparison of the features of a classified object with a class pattern. Next, the paper presents decision trees and Naïve Bayes as another option in a great number of classifying methods. Lastly, to assign the most ambiguous objects we have built fuzzy rule-based classifiers. We propose how to find the ranges of membership functions for linguistic values for fuzzy rule-based classifiers according to crisp attributes. Experiments demonstrate the precision of each classifier for the crisp image data in our CBIR. Furthermore, these results are used to describe a spatial object location in the image and to construct a search engine taking into account data mining.","PeriodicalId":397095,"journal":{"name":"2014 11th International Conference on Fuzzy Systems and Knowledge Discovery (FSKD)","volume":"86 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-12-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115558848","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
