In that environment, competition is moving from discount pricing to value added services. Intelligent Network is the best solution for providing highly value added services. Therefore JAPAN TELECOM had to immediately develop IN as a platform that would provide highly value added services. We started IN development in 1993. At that point, IN CS-1 Refinement Recommendation was still under study. However, the main technical aspects of CS-IR were available. We started our implementation of an IN prototype system in 1994, and we completed our IN prototype system in 1995. Then, we evaluated and extracted and solved issues. At the same time, we started implementation of a practical use IN system that conforms to the IN CS-IR Recommendation as much as possible. Successful operators in a hyper-competitive marketplace will be those who meet their subscribers¿ needs by applying the right technology, at the right time, at the right cost, and in the right place. Subscriber mobility adds the dimension of service \"export and import\" to the wirless business. Wireless IN represents the infrasturcture of choice for making the network as a whole a distributed platform for supporting subscriber services. Wireless IN products must fit the realities of today's networks while looking toward tomorrow's infrastructure. Standards are essential but will not always be complete or timely. These factors indicate the need for different types of IN products to meet different circumstances.
