Both countries have set a target to increase the share of renewable energy sources (RES) in total energy production by 2030. This article presents a comparative analysis of Azerbaijan and Kazakhstan in their paths to a low-carbon sources of energy covering the status of RES, renewable energy targets, and the role of government policy schemes in promoting renewable energy (RE) deployment. The study shows that despite some commonalities in the initial conditions (such as Soviet-era legacies of fossil-fuel-based infrastructure, a high degree of dependence on oil and gas rents, and dominance of state-owned enterprises), Kazakhstan adopted a more targeted regulatory framework and more elaborate policy schemes with regards to renewables than Azerbaijan did. In the latter case, the introduction of relevant renewable legislation has been significantly delayed or implemented only partially. As a result, Kazakhstan has performed relatively more successfully on advancing non-conventional renewable energy targets: non-hydro renewable sources accounted for 3% of total electricity generated in Kazakhstan and made up only 1% of electricity produced in Azerbaijan (as of 2020). This article examines how Eurasia’s unique development history based on livestock cultivation beget modes of understanding predicated in mobile life strategies and pastoral/nomadic interactions with the Eurasian geography. In contrast, prevailing resource ideas emphasize land relation histories of sedentary peoples. Using the IPBES framework, this article takes a novel approach to show how food and food customs reflect embedded resource understandings relevant to non-sedentary peoples. Empirical findings from sturgeon aquaculture facilities in the Caspian states of Azerbaijan, Kazakhstan, and Turkmenistan demonstrates sturgeon meat in customary cuisine connects Eurasian peoples to land knowledge instilled with its own resource meanings. This article updates the IPBES framework to incorporate the livestock element as the integrative mechanism giving the method for land use and Eurasia’s own resource concept. Incorporating the livestock variable within the IPBES framework to express the value accorded to mobility better represents the diversity of resource meaning-making processes. Primiano","doi":"10.1177/18793665231173000","DOIUrl":"https://doi.org/10.1177/18793665231173000","url":null,"abstract":"Since becoming an independent country in 1991, Kazakhstan has demonstrated a strong desire for international status and recognition by, for example, hosting numerous international events, such as chairing the OSCE and hosting EXPO 2017; creating the Conference on Interaction and Confidence Building Measures in Asia; and, most notably, presenting the abandonment of its nuclear weapons as a model for other states to emulate. Surprisingly, Kazakhstan has received scant attention by scholars regarding its desire for status, especially considering how the government has framed its decision to relinquish its nuclear weapons in terms of advancing international peace at the expense of its own security self-interest. Kazakhstan’s status-seeking raises two questions. First, how can a mid-level power strategically frame its foreign and domestic policies in order to improve its global status? And second, how can it improve its international status when domestic priorities (such as economic development and political stability) lead to policies that meet disapproval abroad? In this article, we answer these questions by examining issue areas (security, democratization, and the environment) that contain variation in our dependent variable, Kazakhstan’s quest for status. In doing so, we reveal patterns of how a secondary or mid-level state lacking substantial material capabilities can, through its words and actions, construct an image that may enhance its international status. We also show variation by issue area in the reception of these efforts by developed and developing countries. Particularly, this paper explores clashing world order visions, issues pertaining to national sovereignty, post-Soviet space development, sanction policies, climate change issues, and global security. The following research reveals that the rivalry between the United States and Russia influences the system of international relations, because both parties promote substantially different concepts of the future world order. The Biden administration was unwilling to make the necessary concessions to accommodate Russia because 1) there is a huge gulf between the two country’s world views that even makes negotiations between the two almost impossible, and 2) because it does not take Russia seriously and views it as a declining power. As a result, the two sides were unable to come to some kind of negotiated agreement that would have addressed Russia’s concerns including the Ukraine issue. Instead, deterring Russia has become a priority for U.S. foreign policy in critical areas such as national sovereignty, the democratic development of post-Soviet countries, Russian-related human rights issues, and U.S. sanction policies against Russia. Comparing Trump’s presidency to the Biden administration’s first year in office, Biden has championed a more pragmatic narrative towards Russia. Most evidently, this is manifested in problems concerning universal global challenges such as strategic stability, cyber-security, and even aspects of climate change. The growing and escalating stand-off with the West in both countries, notably due to the recent developments in Ukraine, appears likely to further the rapprochement between Moscow and Beijing on many issues of strategic interaction. The relevant question in that context is whether the Russian and Chinese perceptions of Eurasia, of Eurasian regionalism, are truly compatible. In the past few years, Russia has made considerable attempts to foster its vision of an external international order on the continent, including the popularisation and substantiation of Eurasia as a concept with regard to its geopolitical surroundings. One of the main consumers of these ideas was supposed to be China. Have Russian endeavours accomplished their goals? In seeking to provide an appropriate response to this question, the authors have focused on an analysis of both states’ expert and academic discourse on Eurasia and Eurasian regionalism. This article conceptualises Eurasia as a social construct, an element of foreign policy discourse that is intended to be mirrored in academic and expert discourse.
