{"title":"Urban Design in a Time of Climate Change","authors":"Susannah Hagan","doi":"10.18848/1833-1874/CGP/V06/38313","DOIUrl":"https://doi.org/10.18848/1833-1874/CGP/V06/38313","url":null,"abstract":"Hagan’s paper was one of a small number from the ‘Sixth International Conference on Design Principles and Practices’ (UCLA, 2012) selected by the editorial board to appear in Design Principles and Practices: An International Journal – Annual Review. The annual multidisciplinary conference at which the paper was presented addresses a range of critically important themes relating to design today. This paper interrogated the practice of urban design within a new dispensation that recognises metabolic functions of a city to be as important as social and economic ones – ecological urbanism. It used case study examples of Hagan's research-by-design to examine what this new requirement means for urban design practice and its role in both climate-resilient cities and urbanity in Sao Paulo, Brazil; Wuppertal, Germany; Hull, England; and, in particular, Gothenburg, Sweden. The paper describes and assesses Hagan's research in developing an environmentally led spatial plan for the future development of Gothenburg, publicised in the city’s brochure, RiverCity Gothenburg, the Outcome of the International Workshop (2011). Hagan was invited to present this research at the British Embassy in Buenos Aires in 2012 to an invited audience of Argentine building industry leaders. She was also invited to deliver a keynote at the Sociedad de Central de Arquitectos conference, ‘Arquitectura+Sostenibilidad’ (2012), entitled ‘Why Bother?’ On the strength of this, Hagan was invited to co-organise a symposium with the British Argentine Chamber of Commerce and UK Trade and Investment at the Argentine Embassy in London (2013). In so doing it focuses on the Design Direction - a University of Ulster based initiative formed to explore the role of design in the emergence of a creative city hub.In describing this case, design is taken up as the switch between creativity and innovation and as the key change agent in addressing complex problems. The article outlines how design is harnessed as a metaskill and articulates a dynamic system for stimulating innovative progress. It presents two specific cases, one based in the north of Ireland and one in the north of Italy, to explore the notion of community.The article first focuses on Design Direction - a University of Ulster based International Design Management Community of Inquiry, Learning & Practice. Design Direction aims to facilitate flows of design management knowledge and the exchange of creative business expertise; to build a sustainable, regenerative ethos; and to harness the role of design as a metaskill. The article then presents the second case, based on the second author’s research investigating ways to enhance knowledge creationand communication in contexts involving members of different professional communities. The project led to a case study of an interuniversity master’s program in Italy and the development of researchcommunication courses at the University of Turin and the University of Milan. This paper examines how sustainability is embedded into design methodology and mapped onto, or has transformed, the design process in practise. Interviews with a sample of Scottish architectural and multi-disciplinary practices were undertaken to explore the common approaches and barriers to sustainable design. Case study methodology was also employed to consider exemplar buildings and the value of post-occupancy evaluation is discussed. Within the context of the global environmental perspective, UK and Scottish legislation, sustainable principles and blueprints, a process model is developed to provide a framework for discussion and review.
