{"title":"Roles of Kasetsart University in Promoting Agricultural Education for Sustainable Development","authors":"B. With a strong emphasis on basic and applied agricultural research aimed at feeding the Thai people and promoting their economy, KU has been the destination of choice for students across Thailand wishing to take advantage of the university’s innovative research and educational opportunities. With the increasing acceptance of sustainable agriculture as mainstream in Thailand, KU has pledged innovation and promotion of education and research in a diverse range of areas of sustainable agriculture and development. KU’s Faculty of Agriculture offers a master’s degree program in sustainable agriculture. With growing public recognition of the program and with financial support (especially in the form of scholarships) from KU’s International Study Center, the Sustainable Agriculture Master’s Degree Program has been recruiting more students, including those from overseas. From 2007-2011, the Faculty of Agriculture provided a 2-week-long training program, the KU-UT Internship Program in Sustainable Rural Development, to over 30 master’s degree students from the University of Tsukuba (UT). Under the strong partnership between KU, UT, and the Japan International Cooperation Agency, this internship program was one of KU’s most successful projects and a model for other KU training programs. The KUUT Internship Program offered ample opportunities to UT students (mostly from African and South East Asian countries) to learn about, engage with, and experience agricultural systems in Thailand that have embraced the concept of sustainable development. KU also promotes university-wide programs that address social and environmental problems and then employ sustainable approaches to find solutions. Reduction of greenhouse gas emissions from agriculture would contribute substantially to the mitigation of global warming. Conversely, the progression of global warming influences agriculture. Farmers need to adapt to the changing climate according to their particular agricultural situation. Sustainability of the global environment is essential for agriculture and human life, but there remain several problems regarding the time scale of sustainability. To solve these problems, we must estimate the adaptive capacity of the Earth for irreversible impacts of global warming. {"title":"Agricultural Extension in Thailand Based on the Viewpoints of an Innovative Thinker, Prof. Rapee Sagarik","authors":"S. Rangsipaht, N. First, how do we advocate that extension workers work in harmony with agriculturists? Second, what are the advantages of doing so? Third, how can government policies toward extension work be improved? Research methods included the collection of information by using documentary studies and in-depth interviews with Prof. Rapee Sagarik, an innovative thinker who was the recipient of “The Scholar in Agriculture of Thailand” award in 2010 from the Ministry of Agriculture and Cooperatives. The interviews were transcribed and rewritten and then approved by Prof. Sagarik. According to Prof. Sagarik, in order for harmonious and innovative extension work between extension workers and agriculturists, extension workers must work continually with agriculturists in the field; understand the definition and principles of agricultural extension; realize their roles in the current situation; know themselves; be humble; be firm; have faith in their work; be accountable; provide facts to agriculturists; have endurance and be honest, indifferent, generous, and forgiving; be able to work with people from diverse backgrounds; have compassion; and be optimistic. The advantages of harmonious interactions between extension workers and agriculturists are (1) it builds strong linkages between the two groups, and (2) it enables agriculturists to be self-reliant. {"title":"Self-Governance in Farmer-Managed Irrigation Systems in Nepal","authors":"A. There is general agreement that without effective institutions, resources will be underprovided and overused. What is less certain, however, is what these institutions might be and who ought to provide them. Should governments take the lead in supplying institutions and organizing collective action, should this task be resolved through market forces, or should resource users of a \"common pool resource\" be encouraged to take the lead? This paper presents the view that it is difficult for external actors to design optimal institutions and enforce rules at low cost because solutions tend to be conditional and situation specific. Therefore, local resource users are better equipped to develop or be major participants in developing institutional solutions. Support for this idea is drawn from empirical studies of irrigation systems in Nepal. Comparisons of the performance of farmer-managed irrigation systems with that of agency-managed irrigation systems show that the former consistently out perform the latter on most performance measures.
