Existing literature suggests that moving from hard money, such as lump-sum government-funded research, to commissioned research entails a greater risk of the researchers being influenced by the principal (the funding body). Based on literature and an empirical study, we identify two types of researcher roles: the influential consultant and the technical realist. The first type studies more advanced, important, and diffuse topics on behalf of principals high up in the hierarchy. They have a much greater experience of the issues discussed in this paper than the technical consultants. It has triggered positive democracy-, transparency-, and accountability-related associations when used in the context of politics, fair resource distribution when used in the sphere of public service, and free access to information and knowledge when used in the field of science and higher education. At the same time, international research shows that university autonomy is increasingly being attacked, reduced, and marginalized by the same policies. Power instances outside academia impose new criteria, such as ‘accountability,’ ‘performance,’ ‘quality assurance,’ and ‘good practice.’ They also impose ideas about what good research is, which scientific method is to be prioritized, and what good data are. The process of the de-professionalization, polarization, and proletarianization of the academic profession is increasingly affecting academia. However, none of this has much in common with the open-access discourse. The purpose of this paper is to illustrate how this discussion applies to Sweden. While researchers have long been busy studying the nature and causes of innovation paradoxes, they have yet to assess the fruits of their research efforts. This paper addresses this neglect, in particular by identifying and reviewing the literature of two innovation paradoxes – the European innovation paradox and the Swedish innovation paradox. The findings show that research on both paradoxes has proceeded along similar lines, leading to the development of a working explanatory typology of innovation paradoxes. Whereas Meyer makes the implicit assumption that we could observe national culture and its effect on behaviour as if from a God’s Eye point of view, we might do better to begin with an Insider’s Eye perspective on whom we could trust to do what. If we take too much for granted, we may miss invisible boundaries that matter; which might have happened when the English executive, Michael Woodford, became president and CEO of Japan’s Olympus Corporation, only to find himself fearing for his life after exposing fraud that his Japanese colleagues thought wise to hide. Woodford’s startling story is used here to consider three conceptual questions. First, how might power mediated by what people imagine influence the evolution of institutional ecologies, together with invisible boundaries that divide insiders from outsiders? Second, why should management theorists move from an objective God’s Eye perspective to Insider’s Eye reflections on power mediated by imagined institutions? INVAP is an Argentinean state-owned enterprise based in Bariloche, Patagonia. Most INVAP decision-makers find it challenging to develop technology to meet client-specific needs. RTs exploit interstitial boundary-crossing knowledge. Organisational technology-rooted R&D learning can be characterised as a joint, transverse, inter-departmental and inter-disciplinary process. RT-related technologies have the potential to be dis-embedded from a specific development-project and/or technological area and re-embedded in another project or area. This paper traces the historical dynamics of six RTs at INVAP. Its perspective marginalises the conventional R&D emphasis on the generation of new products and the improvement of production processes, and highlights the importance of monitoring RT emergence.
