The use of expert committees in the development of standards is common practice, and yet the operation of such groups tends to be a “black box.” Based on participant observation and interviews with committee participants, we examine the group dynamics within the subcommittee involved in a major update to one part of the Australian Standard for pipeline engineering, and the skills required of the Chair to obtain the best outcome. We address how the expert group is built, how the Chair leads them to a negotiated outcome, and how the Standard becomes socialized into the public domain. Agreement comes slowly, with some picking their battles, but many others repeatedly putting forward their views. These impacts have led to growing concerns about climate change and complex global risks. A new vision of the industry, called Industry 5.0 (I5.0), has emerged within the scientific community. This human-centred industry appears to be a bold turn from individual technologies to a systematic approach that enables industry to achieve societal and environmental goals beyond economic growth. Under this approach, the question is no longer whether asset management should change, but what that transformation should look like. This paper identifies areas for improvement of the asset management process and presents a framework that incorporates the core values of I5.0 within the overall asset management framework, in which the core principles remain, and the new technologies are the enabling functions. {"title":"Resilience beyond insurance: coordination in crisis governance","authors":"Eva Katharina Platzer, Michèle Knodt","doi":"10.1007/s10669-023-09938-7","DOIUrl":"https://doi.org/10.1007/s10669-023-09938-7","url":null,"abstract":"Abstract The latest report by the Intergovernmental Panel on Climate Change (IPCC) warns of an increase in heavy rainfall events due to global warming and climate change, which can result in significant economic costs for insurance companies and businesses. To address this challenge, insurance companies are focusing on developing new risk management strategies and offering new products such as flood insurance. However, the article argues that effective and feasible coordination shortens recovery time and can therefore drastically reduce the financial costs of a crisis—that is, the insurance costs. The paper analyses the deficit in crisis management during heavy rain events in Germany, based on the 2021 Ahr valley flood. The analysis is conducted based on document analysis and interviews and focuses on three areas of deficit: coordination between crisis staffs and (1) civil society, (2) emergency responders, and (3) political leaders. The paper highlights the importance of coordination during a crisis, which can help to address the crisis more efficiently and effectively, minimise damage and get communities back on their feet faster.
