Norway’s foreign policy is based on the understanding of its special role in achieving peace, which is an integral part of its positioning as a \"good state\". The aim of the article is to analyze the basic principles and features of the implementation of Norway’s foreign policy to promote peace. The article delves into historical aspects of the existence of the tradition of peace in Norway and suggests that Norway’s peace facilitation policy is based on historical self-awareness as a state of peace that adheres to liberal values. The article focuses on the peculiarities and institutional principles of peace facilitation policy as an integer vector of Norwegian foreign policy. It emphasizes the importance of diplomacy of values in Norway’s foreign policy strategy. The \"Norwegian model\" of peace facilitation policy is based on the peaceful nature of the state, a combination of peace promotion efforts with long-term humanitarian aid, and a flexible mix of actions of government and non-government actors. The article underscores the peculiarities of the “Norwegian model” which ensures confidence in Norway as a reliable and impartial facilitator and interlocutor. {"title":"WITHDRAWAL FROM THE ISTANBUL CONVENTION IN THE CONTEXT OF THE EUROPEAN INTEGRATION ASPIRATIONS OF THE REPUBLIC OF TÜRKIYE","authors":"N. Mamishova","doi":"10.18524/2707-5206.2022.35.263641","DOIUrl":"https://doi.org/10.18524/2707-5206.2022.35.263641","url":null,"abstract":"The Council of Europe Convention on preventing and combating violence against women and domestic violence opened for signature in 2011 in Istanbul, Türkiye, and has been known as the most comprehensive international agreement advocating the prevention, prosecution, and elimination of violence against women and domestic violence. As of September 2022, 44 CoE member states, including all the EU countries, as well as the European Union itself as an international organization, are signatories to the Convention. The 2017 official signing of the Convention by the EU as a whole testified to the acceptance by Brussels of the former’s role as of an authoritative international legal instrument establishing all-European norms in this area. The degree of Türkiye’s involvement in its instrumentalization naturally derives from the international agreement’s unofficial name – the Istanbul Convention. The Republic of Türkiye was the first country to sign the Convention in 2011 with a unanimous vote of the parliament, and later in 2012 expressed its consent to be bound hereby. The decision of President Erdoğan to denounce the international agreement bearing the name of Türkiye’s largest city, adopted in 2021, has caused surprise and concern amid the international political and human rights community. The European Union was no exception; the move has been interpreted as a negative signal in terms of the state’s commitment to its obligations to ensuring the rights of women and girls, as well as guaranteeing basic human rights, democracy, and the rule of law at large, given Türkiye’s status of EU membership candidate. Meanwhile, the so-called Istanbul Convention has not yet passed the ratification procedure in individual EU countries, as well as within the European Union per se. Likewise, the Convention’s international legal stance remains volatile since most participating states have granted it the status as part of national legislation with a number of reservations. {"title":"THE CHURCH AS AN ELEMENT OF “SHARP POWER” OF THE RUSSIAN FEDERATION","authors":"V. M. Nasikivska","doi":"10.18524/2707-5206.2022.35.259105","DOIUrl":"https://doi.org/10.18524/2707-5206.2022.35.259105","url":null,"abstract":"The article analyses the essence of the term “sharp power” and deals with the role of “sharp power” in the foreign policy of the Russian Federation. First of all, the article focuses on the activities of the Russian Orthodox Church (ROC) and the Ukrainian Orthodox Church of the Moscow Patriarchate (UOC-MP) and the role they play as an elements of Russia’s “sharp power” directed against Ukraine. During the war that Russia wages in the territory of Ukraine the main function of the Russian Orthodox Church is to justify aggression in the eyes of Orthodox believers. The ROC resorts to spreading disinformation and constructing myths that are intended to serve as argumentation for Russia’s invasion of Ukraine. One of such myths is a false statement about Ukrainians and Russians being the same people, which is being actively spread by the ROC and the Russian leadership. Although the official statements of the Ukrainian Orthodox Church of the Moscow Patriarchate, which is canonically and administratively subordinated to the ROC, are more cautious, but, as demonstrated in the article, it has been promoting pro-Russian narratives among Orthodox believers for years. It was spreading disinformation about Russia’s annexation of Crimea and Russia’s aggression in the Donbas region and making efforts to create a favourable image of Russia among Ukrainians. The article analyses the changes in the UOC-MP official position that have taken place after the full-scale Russian invasion of Ukraine. The article particularly assesses the statement made by the Council of the UOC-MP in May 2022 about its decision on the “complete independence and self-sufficiency” and break with the ROC. The article argues that this decision is manipulative and purely declarative and did not bring any changes into the status of the UOC-MP. The reasons and conditions for rethinking the concept of \"citizenship\" as the basic principle of relations between the state and a citizen from the state (national) \"belonging\" to \"legal connection\" are traced. Historical changes in the understanding of citizenship from Exclusive and Territorial Citizenship to Overlapping, Portable, Elective, Dual or Double, Multiple, and even – Strategic and Effective Citizenship. It is noted that a conceptual shift in understanding the legal relationship between a citizen and the state produces far-reaching implications for the processes of political and legal global integration, transnationalization, international migration, economic and national-territorial transformation, geopolitical (de)construction. It is shown that the modern use of the categories \"Strategic\" and \"Effective\" Citizenship \"demonstrates a new instrumental approach to the institution of citizenship, especially in the states of the European Union that have introduced supranational European citizenship and agreed on the development of subnational (regional) citizenship, as evidenced by the experience of the Aland Islands Finland. and a general course towards regionalization. The reasons and conditions of the conceptual reinterpretation of the concepts of \"periphery\" and \"center\" under the conditions of variable border systems are traced using the example of the Western European and Eastern European borders. An analysis of the most pragmatic theories of border development applied to European border landscapes is offered. The main attention is paid to three models: 1) the Western European border landscape, which was formed between imperial centers due to the creation of a network socio-economic trade system, providing a spatial border with buffer political organizations, within which small, economically, and politically effective states of the offshore type function; 2) the Eastern European border landscape, which was formed within the borders of the Three Seas, between the centers of continental empires, which marginalized the border space, turning it into a competitive multicultural buffer zone; 3) models of the space of Europe within the European Union, which is formed as a network institutionalized socio-cultural system, where the process of abandoning universal territorial and political systems in favor of post-national ones, capable of taking into account the plurality of individual and collective identities, is gradually taking place. The focus is on the problem of the transformation of the peripheral spaces of the EU, which are interpreted within the framework of two approaches: 1) as an expansionist political strategy of \"enlargement\" of the Union, which is implemented due to the standardization of institutions and norms, and the integration of peripheral territorial-political and local actors takes place within \"neighborhood policies\"; 2) as a wide use of frontier discourse in relation to the project of expanding the political and geographical space of Europe. Filipinler'de İslami eğitimin yönetimi ve müfredatı bu çalışmanın odak noktasıdır. Bu çalışmada araştırmacı tarafından bir yaklaşım olarak içerik analizi kullanılmıştır. Belge-Doküman analizi, makaleler, dergiler ve yayınlanmış araştırmalar gibi ilgili çalışmalardan toplanmış ve analiz edilmiştir (referans alınarak derlenmiştir.). Bu çalışmalardan (referanslardan) yola çıkılarak mevcut durum değerlendirilmiştir. Araştırmanın bulguları, Hristiyan çoğunluklu ülkelerde Müslüman kimliğinin oluşumunda ve korunmasında İslami eğitimin rolüne ilişkin tartışmalarla ilişkilendirilecektir. Bulgular ayrıca Filipinler’deki devam eden medrese eğitiminin gelişimi, reformu ve eğitim içeriği hakkında bilgi verecektir. Bulgulara göre, Batı sömürge yönetimine maruz kalan diğer Müslüman azınlık topluluklarında olduğu gibi, İslami eğitim, bir dizi sömürge ve sömürge sonrası ulus tarafından siyasi manevralara maruz kalmıştır. Filipinler'de İslami eğitim, Müslümanları batı zihniyetine entegre etmeye yönelik sömürgeci ve sömürge sonrası girişimlere karşı direnişin bir anlatısı olmuştur. Çalışmanın ana literatüründe yeni orta sınıf ve tüketim toplumu kavramları üzerinden gidilmiştir. Çünkü gelişmiş kapitalist ülkelerin ortak özelliği geniş ve güçlü bir orta sınıfa sahip olmalarıdır. Türkiye de, gelişmekte ve kapitalistleşmesini meşrulaştırmaya çalışan bir ülkedir. Özellikle 80’lerden sonra orta sınıf kavramı gün yüzüne çıkmış olsa da, 2000’li yıllardan sonra AK Parti hükümetleriyle varlığını gerçek anlamda meşrulaştırmaya yeni yeni başlamıştır. Çin ve ABD ile geliştirdiği ilişkilere bağlı olarak şekillenen Güney Çin Denizi politikası bölgesel istikrar üzerinde önemli etkiler doğurmaktadır. Son yıllarda Vietnam’ın bu politikası Güney Çin Denizi’nde hak iddiasında bulunmayan Japonya, Hindistan ve Rusya gibi devletlerle diplomatik ve askeri tercihlerinin çeşitlendirilmesi istikametinde ilerlemektedir. Bu politika çeşitlendirme çabaları aynı zamanda enerji güvenliği meseleleriyle yakından ilişkilidir. Bu makale çatışma tırmanmasına yönelik potansiyel riskin sadece Çin’in bölgede artan etkinliği sebebiyle değil aynı zamanda Vietnam’ın artan enerji güvenliği kaygıları nedeniyle büyüdüğünü iddia etmektedir. Vietnam’ın güvenlik çıkarlarına dönük kaygıları, ama özellikle enerji güvenliği kaygıları, Vietnam-Çin işbirliğini sınırlandırmaktadır. Dolayısıyla Vietnam’ın son yıllarda izlediği enerji politikaları yönelimi iki ülke arasındaki ilişkilerin geleceği açısından ciddi potansiyel risk oluşturmaktadır. Türkiye'nin yumuşak güç politikası, Afrika ile çok taraflı ilişkilerin geliştirilmesinde en önemli araçlardan biridir. Türkiye son yıllarda Afrika ülkeleriyle askeri ve savunma alanlarında önemli işbirlikleri yapmaktadır. Örneğin Türkiye'nin yurtdışındaki en büyük askeri üssü 2017 yılında Somali'de açıldı. Ancak Türkiye'nin yumuşak gücü, kıta ile siyasi, ekonomik, sosyal ve güvenlik alanlarında ilişkileri derinleştirmek için çok önemli bir stratejik zemin hazırlamaktadır. AK Parti hükümetleri Türkiye’nin Afrika ile ilişkilerini ideolojik bir boyuttan stratejik bir boyuta taşıyarak Afrika kıtasının Türkiye için stratejik bir anlamı olduğunu ortaya koymuştur. Araştırma, Türkiye'nin Afrika'ya yönelik yumuşak güç stratejisinin tarihi, coğrafi, siyasi ve ekonomik dahil olmak üzere bir dizi faktör ve dinamikten etkilendiğini savunuyor.
