Farren","doi":"10.2139/SSRN.3126804","DOIUrl":"https://doi.org/10.2139/SSRN.3126804","url":null,"abstract":"The Mississippi laws preempting local control of minimum wages and Transportation Network Companies (TNCs) reasserted the authority of state government to overrule local regulations. This raises the question: What circumstances should motivate the use of state authority to interfere with local rule-making? This chapter will provide a framework to guide state officials who are considering local preemption. We will use this framework to analyze four issues that are relevant in Mississippi: 1. The sharing economy; 2. Labor market regulations; 3. Land use regulations; and 4. Tax and expenditure limits. We focus on the case of Spain during the last housing boom (1995-2007). We assembled a new database with information about new highway segments and the modification of the land zoning status in nearby municipalities. The empirical strategy compares the variation in the amount of developable land before-after the construction of the highway in treated municipalities and in control municipalities with similar pre-treatment traits. Our results show that, following the construction of a highway, municipalities converted a huge amount of land from rural to urban uses.
