Il se concentre sur l’etude des titulaires d’un master ou d’un doctorat, nes au Mali, y ayant effectue une partie de leur cursus, et aujourd’hui en activite en France comme avocats, medecins, responsables associatifs, ingenieurs ou professeurs. A travers nos enquetes menees aupres de 85 diplomes maliens de France, nous demontrons l’existence d’une figure nouvelle de l’emigration malienne connue jusque-la sous sa forme ouvriere. Deconstruisant le paradigme dominant de fuite de cerveaux des jeunes africains, l’article montre que les raisons pour le non-retour de beaucoup de diplomes maliens sont plus complexes et ne pas seulement economiques comme l’approche fuite de cerveaux nous veut faire croire.","PeriodicalId":37917,"journal":{"name":"Cadernos de Estudos Africanos","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46622991","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Young Mototaxi Drivers Between Being Stuck, Bridging Potholes and Building a Future in Goma, Eastern Congo","authors":"Silke Oldenburg","doi":"10.4000/cea.3692","DOIUrl":"https://doi.org/10.4000/cea.3692","url":null,"abstract":"Bustling mototaxis are a pervasive phenomenon on Goma’s streets and their emergence and proliferation is highly linked to the context of the protracted violent conflict in Eastern Congo. By highlighting the nexus of physical and social mobilities, work, and leisure, this paper aims to analyze the different trajectories of young mototaxi drivers that go beyond concepts of “being stuck” (Sommers, 2012) and focus instead on their ways of working towards the future. In contrast to prior research, this paper shows that being young in the city does not necessarily lead to “abject futures” or condemn youth to an endless “waithood” that results in “social death”. Based on ethnographic data I have gathered since 2008, I will trace the different ways young mototaxi drivers make sense of the ontological continuum of being young and becoming an adult. By centering on their everyday life worlds, I argue that motards have more options than simply ending up at a dead end.","PeriodicalId":37917,"journal":{"name":"Cadernos de Estudos Africanos","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42555329","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

No entanto, muitos referem-se a agencia “tatica” ou “fraca”, para salientar o limitado alcance das praticas desses jovens. Porem, o problema de reconhecer um grau de agencia mais reduzido e que ele separa as criancas e jovens que vivem em ambientes “fora da norma” daqueles que ficam com os seus pais e frequentam a escola. Esta constelacao e particularmente inadequada na esfera da infância de rua no Sul global, ja que constroi entidades fixas de diferentes mundos de vida que de facto sao fluidos, uma vez que frequentemente as criancas de rua circulam entre os varios dominios de socializacao. Proponho que as mobilidades sociais, espaciais e temporais das criancas de rua podem ser melhor exploradas atraves das historias de vida das criancas, focando aqui as criancas de rua no sul do Gana.","PeriodicalId":37917,"journal":{"name":"Cadernos de Estudos Africanos","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"70465164","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Al acercarse el cuadragesimo aniversario de la firma del Protocolo, pretendemos identificar sus luces y sus sombras. Asimismo, resaltar las teorias explicativas de la movilidad humana en la CEDEAO. El Protocolo A/P.1/5/79 nace con el objetivo de regular la circulacion de personas y bienes, asi como hacer de la CEDEAO una region visa-free. Sin embargo, ha habido dificultades a la hora de la puesta en marcha del Protocolo. A esto se anade el hecho de que dicha comunidad regional (CEDEAO) congrega diversos grupos linguisticos: anglofonos, francofonos y portugues hablantes. Ademas del Protocolo en si, para la elaboracion de este trabajo hemos acudido a otros documentos aprobados por los jefes de Estado y de gobierno de la CEDEAO.","PeriodicalId":37917,"journal":{"name":"Cadernos de Estudos Africanos","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2018-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44975094","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As relacoes entre os dois paises entraram numa fase nova com o advento de Lula e do lado mocambicano com a presidencia de Guebuza. Tais relacoes se focalizaram em sectores tais como saude e educacao, mas na area da defesa houve tambem muitos avancos. A pesquisa, baseada numa metodologia qualitativa, conclui que as relacoes bilaterais no sector da defesa foram caracterizadas por uma “convergencia ambigua”, em que por um lado Brasil se comprometia com programas de apoio ao desenvolvimento, mas ao mesmo tempo formava militares e vendia equipamentos necessarios que o governo de Mocambique usou para reabrir uma frente de guerra com a Renamo.","PeriodicalId":37917,"journal":{"name":"Cadernos de Estudos Africanos","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2018-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43759347","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
