La littérature dans ce domaine est riche. Pourtant, elle offre très souvent soit des lectures essentiellement sociolinguistiques soit des analyses purement quantitatives, parfois très approfondies mais qui ne sont pas accompagnées par des réflexions du point de vue de la politique linguistique. Cet article vise à combiner une discussion de la politique linguistique chinoise avec un commentaire des principaux résultats ressortissant des études économiques relatifs à ces politiques. À l’aide des outils analytiques de l’économie des langues et de trois exemples de politiques linguistiques chinoises, à savoir la standardisation et diffusion de la langue nationale, l’ouverture vers l’anglophonie et la promotion du mandarin à l’étranger, je montre que la politique linguistique engendre toujours des effets extralinguistiques, notamment sur le plan socio-économique. En particulier, je discute l’idée que les questions de politique linguistique, ayant des causes et des conséquences qui dépassent largement la sphère strictement linguistique, doivent être traitées de manière complexe afin de mettre en place de mesures qui soient efficaces et bien ciblées.Abstract:This article proposes a review and an economic reading of the Chinese language policy of the twentieth and twenty-first centuries. The literature in this area is rich. However, it very often offers either essentially sociolinguistic readings or purely quantitative analyses, sometimes very thorough but which are not accompanied by reflections from the point of view of language policy. This article aims to combine a discussion of Chinese language policy with a commentary on the main findings of the economic studies related to these policies. Using the analytical tools of the language economy and three examples of Chinese language policies, namely the standardisation and dissemination of the national language, openness to English-speaking world and the promotion of Mandarin abroad, I show that linguistic policy always produces extralinguistic effects, particularly on the socio-economic level. Beginning with an overview of the pressures of globalisation within the overall framework of the European Union education policies, the more recent internationalisation policies in Portuguese higher education are examined to determine how they have been transferred and transformed institutionally. A query into the existing definitions of internationalisation, both abroad and at home, lead to the reflection on national policies and a potentially broader scope of strategic action in Portuguese institutions in areas such as the internationalisation of curricula content, student development of intercultural skills, and institutional foreign language learning policies.Résumé:Cet article fait partie des recherches en cours sur l’introduction de l’approche CLIL/EMILE dans les établissements d’enseignement supérieur portugais, qui ont connu un processus intense d’internationalisation impliquant mobilité et collaboration universitaire. En commençant par un aperçu des pressions de la mondialisation dans le cadre général des politiques éducatives de l’Union européenne, nous examinons les politiques d’internationalisation plus récentes dans l’enseignement supérieur portugais afin de déterminer comment elles ont été transférées et transformées institutionnellement. If they want to increase their export, recruit foreign employees or start a foreign subsidiary, they will need to think about a suitable language policy to establish an effective and efficient communication with and between their employees. In this article, we discuss recent research related to language policy in multinational companies. First, we list several language management strategies used in companies based on the research of Harzing, Köster and Magner (2011). We illustrate this list with recent case studies, which articulate a range of problems and situations that companies are confronted with. In the following section, we discuss the need for an evaluation of language policies within a business setting. We focus on the analytical framework of François Grin and Michele Gazzola, who have written several articles and books about this need. We connect these ideas to recent case studies in a business setting. We conclude our article with the suggestion that there is a research gap concerning the evaluation of language policies, especially in the context of multinationals.Résumé:La globalisation et l’internationalisation sont des concepts clés pour les entreprises actuelles. Les conséquences linguistiques sont considérables : si les entreprises veulent augmenter leur taux d’exportation ou commencer une filiale à l’étranger et recruter des employés locaux, elles devront réfléchir à une politique linguistique adéquate afin d’instaurer une communication effective et efficace avec et entre le personnel. Dans cet article, nous donnons un aperçu d’études récentes dans le domaine de la politique linguistique au sein d’entreprises multinationales. A ce propos, nous faisons d’abord l’inventaire de plusieurs stratégies de politique linguistique en prenant comme point de départ la recherche de Harzing, Köster, et Magner (2011). Ensuite, nous exposons des études de cas, qui servent comme illustration de ces stratégies et qui montrent également la nature des problèmes et situations auxquelles les entreprises se voient confrontées. Dans la section suivante, nous examinons la nécessité d’une évaluation des politiques linguistiques dans un contexte d’entreprise. Nous partons du cadre analytique tel qu’il a été élaboré par François Grin et Michele Gazzola, deux auteurs qui ont écrit plusieurs articles et livres à ce sujet. {"title":"Interrogating micro language planning from LPP students’ perspectives","authors":"M. In particular, we know very little about how students make sense of the field and the multitudes of its concepts, and how they apply these concepts in LPP projects. This article represents modest attempts towards addressing these issues by taking the concept of micro language planning as an example. The past several decades have seen a shift towards understanding language problems and language management efforts from national (macro) to supra- (supra-macro) and sub-national (micro) contexts. Specifically, micro-level planning as a new genre has drawn increasing attention of LPP scholars. While some scholars have considered this small-scale planning as LPP in its own right, others are sceptical about this status for micro-level work. Furthermore, although it is generally understood that the macro and the micro refer to interdependent processes, researchers have also outlined relationships between the two which are not exactly that of interdependence. These conceptual issues call for a detailed examination of micro planning in the interest of research as well as teaching and learning of LPP. Considering this necessity, this article examines major models and research traditions within LPP to understand how the micro has been addressed by them. This is followed by an analysis of postgraduate LPP students’ understandings and conceptualisations of micro planning. Despite the growth in research, there is conceptual imprecision about micro planning and its relations to macro planning as reflected in the students’ micro planning projects. Emphasising the need for conceptual clarity, the article draws out relevant implications.Résumé:Bien que la politique et la planification linguistiques (LPP) soient enseignées dans des établissements universitaires du monde entier, peu de recherches ont été menées sur son enseignement et son apprentissage. En particulier, nous savons très peu de choses sur la manière dont les étudiants donnent un sens au domaine et sur la multitude de ses concepts, et sur la manière dont ils appliquent ces concepts dans les projets LPP. Cet article représente une modeste tentative de résoudre ces problèmes en prenant comme exemple le concept de la micro-planification linguistique. Les dernières décennies ont été marquées par un changement dans la compréhension des problèmes de langue et des efforts de gestion de la langue d’un contexte national (macro) vers un contexte supra (supra-macro) et sous-national (micro). Tandis que son œuvre traite habituellement des stratégies à mettre en place pour sauver le dialecte alsacien de la disparition face à une politique linguistique française que les milieux régionalistes qualifient volontiers de monolinguiste et de monodiscursive, la publication en 2001 de son pamphlet de quelque deux cent pages Invitation à quitter la France se distingue par l’imbrication des problématiques régionalistes et migratoires. Conscient du fait que les crises migratoires de 2001 et de 2018 comportent des différences de nature et d’origines, cet article vise néanmoins à démontrer la brûlante actualité des questions soulevées par Graff et les solutions qu’il propose en matière de politique linguistique dans le cadre français en particulier, et, plus largement, européen.Abstract:Martin Graff is a contemporary Alsatian journalist and essayist. While his work usually deals with the strategies to be put in place to save the Alsatian dialect from disappearing in the face of a French language policy that the regionalist milieus readily describe as monolinguistic and monodiscursive, the publication in 2001 of his pamphlet Invitation à quitter la France (Invitation to Leave France) is distinguished by the interweaving of regional and migratory issues. Specifically, we will look at the case of the Community of Madrid which currently has 14 traditional on-site universities (six of which are public, and eight private) and analyse the requirements made of the prospective students and teaching staff on these degree programmes in terms of language certification and entrance tests that must be passed in order to be accepted on the degree programmes or hired to teach on them. We will also seek to examine the rationales behind these requirements, attempting to identify varying patterns between different types of university, the implications for the future recruitment and training of teaching staff, as well as the impact of these developments on students.Résumé:Cet article examine les nouvelles exigences linguistiques qui ont été établies suivant l’implantation croissante dans le système universitaire espagnol de l’anglais comme moyen d’instruction (EMI) et des diplômes bilingues simples et doubles. Plus précisément, nous examinons le cas de la Communauté de Madrid, qui compte actuellement quatorze universités traditionnelles (dont six publiques et huit privées). Nous analysons les exigences auxquelles sont soumises les étudiants prospectifs et le personnel enseignant, en matière de certification linguistique et de tests d’entrée pour étudier ou pour enseigner dans ces programmes en premier cycle. {"title":"The Welsh language in Patagonia: Evolution and adaptation","authors":"T. Harris","doi":"10.3828/EJLP.2018.15","DOIUrl":"https://doi.org/10.3828/EJLP.2018.15","url":null,"abstract":"Abstract:It was in order to be able to continue speaking Welsh, unhindered by the British state, that Welsh colonists migrated to Patagonia, in the south of Argentina. But the Welsh community soon came under the control of the expanding Argentine state. Respite for the Welsh-speaking community from interference by a powerful, centralised administration proved to be short-lived: what the Welsh had sought to escape from by leaving Britain, simply reappeared in the guise of the Argentine Republic. Relations between the Welsh colony and the government soured, especially from the 1880s until the turn of the century. Second generation Welsh colonists were, of necessity, increasingly bilingual, as Spanish became the official language of Argentina's fast-growing, multi-ethnic population. The Welsh colony's schools and local institutions allowed linguistic resistance for a time, as did the written press which had grown up with the settlement.The Welsh, however, found themselves in a very difficult position, instrumentalised as – ironically – an \"Anglo-Saxon\" constituent of Argentina's Eurocentric immigration policy, and opposed as a troublesome linguistic minority to be assimilated in the same manner as the native Indian tribes. Trapped in this way, the colony's own language policy further evolved. English was reappropriated by inhabitants of the Welsh colony who preferred to re-migrate, often to dominions of the British Empire: notably, Canada and Australia.From the inter-war period on, there was therefore a real danger that Welsh might die out in Patagonia, reduced as it was to domestic use. But a revival was prompted by the rise of Welsh nationalism, especially by devolution in the late 1990s and within the favourable context created by the European Union support for linguistic diversity, by the Council of Europe's Charter for Regional or Minority Languages and by the vigorous language policy of the Welsh National Assembly. This revival has been actively supported by the British Council's \"Welsh Language Project\".Résumé:C'est pour pouvoir continuer à parler gallois, sans les entraves de l'Etat britannique, que les colons gallois ont émigré en Patagonie, au sud de l'Argentine. Mais la communauté galloise est rapidement passée sous le contrôle de l'État argentin en expansion. Le cas choisi pour cette étude est constitué des travaux de deux séminaires fondés par un groupe d'intellectuels, écrivains, journalistes kurdes vivant en exil : le Séminaire Kurmanji, fondé en 1987 à Paris et le Groupe Vate, fondé en 1996 à Stockholm. Les deux séminaires consacrent leurs travaux respectivement aux dialectes kurmanji et kirmanckî du kurde, langue indo-européenne parlée par une importante population (30 à 35 millions de locuteurs, répartis en Irak, en Iran, en Syrie et en Turquie).L'examen des activités des deux séminaires montre comment une langue minorée peut faire l'objet d'une planification linguistique dans le contexte migratoire et sans soutien gouvernemental. L'éloignement géographique des groupes par rapport aux territoires d'origine de leur langue, le manque de leur reconnaissance officielle et l'absence d'éducation en langue maternelle kurde conduisent les groupes à focaliser leurs activités sur la planification du corpus (collecte, archivage et création et diffusion de vocabulaires). L'ampleur quantitative et qualitative de leurs travaux comme leur permanence dans le temps (le Séminaire existe depuis 31 ans, le Groupe Vate depuis 22 ans) font de ces groupes des cas exemplaires du rôle que la migration peut paradoxalement jouer dans le renouveau et le développement d'une langue minorée.Abstract:This contribution focuses on planning for minority languages in migrant communities. The case chosen for this study consists of the work of two seminars founded by a group of Kurdish intellectuals, writers and journalists living in exile: the Kurmanji Seminary, founded in 1987 in Paris and the Vate Group, founded in 1996 in Stockholm. The two seminars focus respectively on the Kurmanji and Kurmankî dialects of Kurdish, an Indo-European language spoken by a large population (30 to 35 million speakers spread over Iraq, Iran, Syria and Turkey).An examination of the activities of the two seminars shows how a minority language can be the subject of language planning in the context of migration and without government support. The geographical distance of the groups from the territories of origin of their language, the lack of their official recognition and the lack of education in Kurdish mother tongue lead the groups to focus their activities on the planning of the corpus (collection, archiving and creation and dissemination of vocabularies). Les apprenants migrants rencontrent des obstacles que ne connaissent pas d'autres apprenants et disposent de ressources linguistiques et culturelles souvent méconnues. Les politiques linguistiques éducatives ont à être repensées en fonction des contextes multilingues et multiculturels actuels pour répondre aux besoins spécifiques de ces apprenants. La définition des enjeux auxquels ces politiques doivent faire face et l'analyse du système éducatif comme un ensemble de moments et de lieux où des actions de médiation s'avèrent souhaitables, voire nécessaires, permettent de lisser la trajectoire de mobilité des apprenants migrants, de faciliter l'abord des altérités par tous et d'aider aux relations entre les communautés existantes. L'analyse détecte les points sensibles où le système éducatif doit fonctionner comme dispositif de médiation, notamment envers les élèves issus de la migration : elle porte ainsi sur les spécificités distinguant les « première » et « deuxième génération » et sur les dimensions langagières du processus. Car médiation relationnelle (reconnaître et accueillir, résoudre tensions / conflits) ou médiation cognitive (apporter et recevoir informations / connaissances) passent avant tout par un travail de nature langagière dont il faut repérer acteurs et modalités à l'intérieur et autour de l'institution éducative.Abstract:The conceptual framework sketched out poses that the actors of any migration are dealing with mobilities that face forms of otherness, and result in relations with other communities. Migrant learners face obstacles that other learners do not know, and often have linguistic and cultural resources that are overlooked. Language education policies need to be rethought according to the current multilingual and multicultural contexts to meet the specific needs of these learners. The definition of the issues facing these policies and the analysis of the educational system as a set of moments and places where mediation actions are desirable, even necessary, help to smooth the mobility trajectory of migrant learners, to facilitate the approach to otherness by all and to help relations between existing communities. The analysis detects the sensitive points where the education system must function as a mediation device, especially towards pupils from migration: it thus deals with the specificities distinguishing the \"first\" and \"second generation\" and the language dimensions of the process.
