Current migration management approaches in Bosnia and Herzegovina seem to be ineffective and causing direct impacts on security in local communities. Frequent violations of basic human rights and freedoms of migrants often causing adverse responses against public safety in local communities. Securitization of migrations in Bosnia and Herzegovina becomes a legitimate approach by different organizational levels and further leading to the humanitarian crisis of unprecedented scale. It is necessary to change the current approach in Bosnia and Herzegovina to improve the migration management process in local communities ensuring minimal impacts on public safety and security. The unified, organized, and effective approach in establishing migrant transit centers based on humanitarian principles might bring many benefits to local communities. Overall positive effects of such solution might abolish any financial constraint argued by local authorities in Bosnia and Herzegovina. It is very important to realize an active and passive suffrage of every citizen in B&H. In order to organize this process in accordance with legal regulations, it is necessary to ensure the participation of as many citizens as possible. A lot of stakeholeders are involved in this process: voters, election observers, election administration, media and other stakeholders. In November 2020, local elections were organized in B&H. Citizens had the opportunity to elect mayors and members of municipality/city councils. The complex election process itself is further complicated by the fact that it was organized and conducted when B&H faced a pandemic caused by the virus COVID-19. The Central Election Commission of B&H as the main institution when it comes to prescribing recommendations, but also conducting elections, as well as before local election administrations there are a lot of security questions and challenges. It was necessary to answer how to organize and conduct local elections in accordance with law regulations, but not to endanger the health and lives of B&H citizens. The theory of developmental pathways is based on specific trajectories that gradually, during development, lead to criminal behaviour. The age-graded theory of informal social control explains the influence of social institutions during the life course on the occurrence of criminal behaviour. The interactional theory finds that delinquency has its roots in weak social ties and delinquent networks; it is part of reciprocal continuous relationships during the life course. The dual taxonomy theory explains the continuity and changes in criminal careers and identifies two types of perpetrators. The integrative multi-layered control theory explains the development of criminal behaviour, events and crime rates through the integration of classical criminological theories. The situational action theory states that during development criminal behaviour is part of moral action. The developmental propensity theory considers the correlates of genetics and environment to delinquent behaviour. {"title":"Information Gathering, Interrogation of Suspects and Polygraph Examination for the Purposes of Criminal Proceedings in the Republic of Croatia","authors":"Stjepan Gluščič","doi":"10.51235/kt.2021.21.1.43","DOIUrl":"https://doi.org/10.51235/kt.2021.21.1.43","url":null,"abstract":"Frequencies of normative changes that, as a rule, have taken place in the area of prior criminal proceedings in the last decade are reflected in the work of the police in the area of detecting the perpetrator of a criminal offense. The paper points out the impact of these changes on the work of the police. One of the most significant changes for the police occurred in 2008, when the police, while clarifying a criminal offense, were prevented from collecting information from a person who had acquired the status of a suspect. Such a person must be interrogated according to special rules that allow him to exercise all his rights of defense in accordence with the principle of prohibition of self-incrimination. This change also initiated the question of how this is reflected in the polygraph examination conducted by the police during the clarification of these same criminal offenses. For the conducted research, secondary sources of data were collected from police files on criminal offenses for which polygraph examination was undertaken in the Republic of Croatia during 2017 - 2019 (three years period), as well as the data from records kept for the implementation of polygraph examination. {"title":"Processes and Criteria for Positioning Prisoners in the Internal Hierarchy System Within the Penal Institution During the Imprisonment","authors":"Anita Jandrić Nišević, Helena Gutrung, Joško Vukosav","doi":"10.51235/kt.2021.21.2.65","DOIUrl":"https://doi.org/10.51235/kt.2021.21.2.65","url":null,"abstract":"Bearing in mind the specifics of the functioning and organization of prisons and penitentiaries and the heterogeneity of the population serving prison sentences, the occurrence of the positioning of prisoners within the hierarchical system is expected. The aim of this paper is to provide insight into the processes and criteria for positioning prisoners in the internal hierarchical system while serving a prison sentence, in order to identify potential activities that may affect the security level of the institution and disrupt rehabilitation efforts. A review of the literature found that the following factors have a key influence on the position of prisoners in the internal hierarchical social order: masculinity, type of crime, age and length of stay in the penitentiary institution, as well as behaviors related to adherence / violation of the prison code. The results of the literature analysis point to the fact that at the top of the hierarchy are dominant and masculine prisoners and older, experienced prisoners with longer time of imprisonment. On the other hand, the lowest positions belong to perpetrators of crimes against children and to prisoners in collusion with prison staff. The positioning of prisoners within the social hierarchy is associated with the occurrence of violent behavior, which can negatively affect the relations of prisoners with prison staff and the success and results of their rehabilitation procedures. On the other hand, the potential positive consequences, such as maintaining order or cooperation some prisoners with staff in favor of detecting and resolving internal problems, are not negligible.
