Based on differential geometry theory, sufficient and necessary conditions are derived for the existence of such feedback control law. Employing the Taylor linearization technique, the algorithm can on-line tune all the parameters of RBF (connection weights, centers and widths), thereby the approximation error can be reduced greatly. Moreover, the robust controller is employed to dispel the effect of the approximation error. The asymptotical stability of the closed-loop control system is proved in the sense of Lyapunov function. The probability for obtaining a global optimal solution is raised by designing a strategy that the optimum individual for each generation is reserved after a certain number of generations in the computational process of genetic evolution. The case forecast results of the typhoon track over the South China sea area show that mean absolute error of the prediction during 1990-2003 is 150.0km form this new forecast model, and in comparison with the optimum individual form the last generation, under the conditions of the same predictors and period forecast error is 161.1km. The working principle of the inspection system and a whole structure of the system were determined and a prototype was manufactured. Colour code sensors were adopted to trace the positions of seeds and automatically acquire the position information of each seed in a rapidly moving state. All the seeds were sorted into four grades according to their morphological characteristics. Separation of the graded seeds was realized by on-off control of magnet valves to pass or block a high pressure air flow. A programmable logic controller (PLC) was adopted to control the whole test-bed. By introducing Lagrange multiplier as constrained nerve cell and auxiliary variable as slack nerve cell, we constructed the neural network model, which has been proved to be stable and has a stable equilibrium point. The optimum solution of the system can be obtained by getting the equilibrium point of the model. In this way, a new approach is provided to solve the problem of constrained optimization system.
