Guazina, Madalena Oliveira","doi":"10.17231/COMSOC.30(2016).2486","DOIUrl":"https://doi.org/10.17231/COMSOC.30(2016).2486","url":null,"abstract":"Unlike the commercial sector because, among other aspects, it does not have a profitable objective, the public sector of communication has been defined according to a principle of universality and of equal access of citizens to media products. Notwithstanding this basic ground, which is more or less common to the public service broadcasting systems from most origins, the denomination of public service broadcasting – consistent with a European tradition – is not an unequivocal correlate of the concept of public communication – more in tune with an American, at least South-American, tradition. Focused on the experiences of Portugal and Brazil, this paper develops a comparative approach that aims to understand the political, social, and cultural framework of the public media activity in these two countries. Based on an analysis of legal documents that support the development of this activity, the paper is meant to discuss the sector in the broader context of Portuguese and Brazilian communication policies. Starting from the idea that there is greater structural concern regarding culture in public service media, we will be looking at both Portuguese and Brazilian cultural industries and their involvement in public radio and TV. We will take into account the fact that Brazil is characterized by vibrant, broad and massive cultural, and its international distribution capacity is much deeper than the other Portuguese speaking countries. Brazil is exporting much of its music and films to Portugal, which in recent years has found a strong support by the young adult audience. The Portuguese public radio has demonstrated considerable absorptive capacity of Brazilian musical products and Portuguese public TV has grouped with Brazilian production companies and TV channels in order to co-produce films together. Does this joint venture stimulate cultural industries in music and cinema in Portugal and Brazil? Does it increase the number of cultural products that circulate between the two countries? And does it help to intensify a dialogue between them? Does public service television, in Portugal and in Brazil, contemplate Media Education in their policies and grids? Taking these questions as a departure and debating point, we have used sixteen editions of the ombudsman programmes of the public broadcasting companies of Brazil (Empresa Brasil de Comunicacao – EBC) and Portugal (Radio e Televisao de Portugal – RTP) as analysis corpus. In order to examine O Publico na TV (The Public on TV) from EBC and A Voz do Cidadao (The Citizen’s Voice) from RTP, we have used a set of analysis categories which will allow, among other aspects, to understand the contribution of these programmes to the promotion of Media Literacy of the societies where they are broadcast and of the public they will reach. Este artigo visa discutir a experiencia do nosso tempo a partir da perspectiva de uma modernidade-outra mas modernidade ainda: a hipermodernidade. Em contraste com o projecto pos-moderno, a posicao hipermoderna considera que nem todas as grandes narrativas modernas entraram em colapso. O que observamos e uma superlativizacao da modernidade com todas as implicacoes ai contidas. A inquietacao, a incerteza e o risco surgem como consequencias de o homem hipermoderno nao dispor senao dos fundamentos imanentes a sua propria experiencia e reflexividade.
