Most studies in this field have been looking at developing countries, in particular in Sub-Saharan Africa, but actually Russia shows to be an important and fascinating case, also because rural governance has been strong under socialist planning, while weakening severely during the first decade of transition. The crumbling of many of the collective and state farms, made it possible that large-scale land acquisitions took place, concentrating the land of these large farms in even larger agricultural holdings. Natarajan","doi":"10.4324/9781315102375-54","DOIUrl":"https://doi.org/10.4324/9781315102375-54","url":null,"abstract":"As renewable energy infrastructure (REI) expands globally, rural planning is faced \u0000with a series of challenges involved in the uses of rural land for energy generation \u0000purposes and the consequent effects on rural communities, particularly where major \u0000or large-scale infrastructure development is involved. While renewable energy may \u0000not conform to traditional definitions of ‘extraction’ it nonetheless derives production \u0000from rural space, thus contributing to long-standing concerns around the balance of \u0000power between urban and rural. Debates around REI decision-making have \u0000demonstrated a ‘gap’ between national support for a transition to renewable energy \u0000and local resistance to the development of REI. This chapter presents an empirical \u0000study of three cases of planning decisions on REI projects in Wales, which were made \u0000under the UK’s Nationally Significant Infrastructure Projects regime.
